Indonesia Considers Inclusive Education Expansion for ‘Sekolah Rakyat’ Program to Support Students with Disabilities

Indonesia is evaluating a proposal to strengthen inclusivity within its newly launched ‘Sekolah Rakyat’ (Peopel’s School) program, aiming to improve access to education for children with disabilities. The initiative,a key program of President Prabowo Subianto,focuses on providing comprehensive education for children from impoverished families,and potential expansion to include dedicated inclusive learning environments is gaining momentum.
Addressing Educational Gaps for Children with disabilities
Currently, access to specialized education for children with disabilities in Indonesia faces significant challenges. The nation has approximately 2,396 Special Schools (SLB), serving a vast geographical area encompassing 7,287 sub-districts. This translates to an average of one SLB per three sub-districts, creating considerable hurdles, particularly for those in remote and underdeveloped regions.
“We ask for consideration of this proposal,” stated Siswandi Abdul Rachim, a member of the Advisory Board for the Indonesian association of Parents of Children with disabilities (Portadin). “We believe that inclusive education programs, such as Sekolah Rakyat, can be the key to creating justice and equality, especially for children with disabilities, amid the limited number of SLBs.”
Rachim presented the proposal during a discussion with Minister of SMEs Maman Abdurrahman and Member of commission VII of the Indonesian House of Representatives Rahayu Saraswati on August 7th,advocating for at least five percent of Sekolah Rakyat units to be designated and resourced as inclusive schools.
Sekolah Rakyat: A program Focused on Equity
Sekolah Rakyat is a boarding school program encompassing elementary, junior high, and senior high school levels. It’s designed to address the educational needs of children from poor and extremely poor families, offering a holistic learning experience and a pathway out of poverty.
As of the recent inauguration of teachers in Jakarta, the program currently enrolls 9,700 students across 100 units. Importantly, the program is already demonstrating a commitment to inclusivity, with some students with disabilities already enrolled in units in Lamongan (east java) and Cibinong (West Java).
Government Response and Future Plans
Minister of Education, Culture, Research, and Technology, Kabinet Indonesia Maju, Yusuf, has acknowledged the proposal and indicated a commitment to further study its feasibility.He stated he will collaborate with the Ministry of Primary and Secondary Education as part of the Sekolah rakyat formation team to assess the best approach.
“As an example, sekolah Rakyat units in Lamongan, East Java, and Cibinong, West Java, have accepted students with intellectual disabilities,” Yusuf confirmed, highlighting the existing, albeit limited, inclusivity within the program.
The government’s consideration of Portadin’s proposal signals a growing recognition of the importance of inclusive education and a dedication to ensuring all Indonesian children, nonetheless of ability, have access to quality learning opportunities. This potential expansion aligns with national goals of equity and social justice,leveraging the Sekolah Rakyat program as a vital component in bridging the educational gap for children with disabilities.
