Documents released under the U.S. Foreign Agents Registration Act (FARA) indicate that Pakistan sought assistance from the United States following India’s Operation Sindoor, which was launched in response to a terrorist attack in Pahalgam, Jammu and Kashmir, in April of the previous year. According to these documents, Pakistan offered increased investments, preferential access, and critical minerals to the U.S. in exchange for support. Pakistani diplomats and defense officials reportedly contacted U.S. officials, intermediaries, and media outlets more than 50 times through various channels during Operation Sindoor.
Operation Sindoor involved Indian military action on the nights of May 6th and 7th, targeting and damaging terrorist infrastructure within Pakistan and Pakistan-occupied Kashmir. These sites included training camps, launch pads, command centers, and logistical hubs associated with groups such as Jaish-e-Mohammed and Lashkar-e-Taiba, specifically in areas like Bahawalpur, Muridke, Muzaffarabad, and Kotli.
