External Affairs Minister S. Jaishankar stated on April 4, 2026, that India has navigated multiple global shocks solidly and emerged stronger, emphasizing the country’s resilience amid structural turbulence in the global order. Speaking at the 15th Annual Convocation of the Indian Institute of Management (IIM) Raipur in Chhattisgarh, Jaishankar noted that India has successfully managed both domestic and external challenges.
The minister highlighted India’s current economic standing, noting that the nation is now positioned among the top five global economies. He attributed a prevailing sense of optimism within Indian society to the progress made over the last 10 years, which has fostered confidence regarding the country’s growth trajectory for the next decade and beyond.
Structural Turbulence and Global Risks
Jaishankar described the current global environment as one of structural turbulence, characterized by visible shifts in the relative power and influence of nations. He observed that the global order is changing, and some societies are finding it difficult to adjust to these shifts.
According to the minister, competition has intensified due to new developments in several key domains, including technology, energy, military capabilities, connectivity, and resources. He warned that these domains are increasingly being leveraged and, in some instances, weaponised
.
The world is then confronted with the prospect of securing itself in an increasingly volatile and unpredictable environment.

This volatile environment, Jaishankar stated, has created a necessity for nations to adapt their strategies to protect their interests.
Strategic Imperatives for Resource Security
In response to the shifting power structures and the potential for resources to be used as leverage, Jaishankar called for a strategic approach to secure India’s interests. He advocated for a policy of hedging, de-risking and diversifying
resources.

The minister clarified that these measures are essential regardless of whether they are viewed as a business choice or a component of foreign policy. This strategic shift is intended to mitigate risks associated with an unpredictable global landscape where resources can be used as tools of influence.
Navigating Global Shocks
The minister identified several significant disruptions that have tested global resilience and impacted societies deeply. These include:
- The COVID-19 pandemic
- The ongoing military conflict in West Asia
- The Russia-Ukraine war
- Climate change
Jaishankar asserted that India’s ability to come through these shocks solidly demonstrates its resilience. He noted that the past decade of progress, combined with improved access to technology and globalization, has better connected India to the rest of the world.
Role of Future Leadership
Addressing the graduating students at IIM Raipur, Jaishankar emphasized that the current generation will play a pivotal role in India’s continued development. He stated that the skills of these graduates will be primary drivers of the nation’s future growth as India continues to navigate a competitive and volatile international environment.
