Indonesia Proposes New C5A Visa for Foreign Content Creators

Indonesia is moving to establish a dedicated visa category specifically for international content creators. The Directorate General of Immigration, operating under the Ministry of Immigration and Corrections, is developing the C5A content creator visa to separate commercial digital production from traditional journalistic work.

The proposed framework targets visitors who travel to the country to produce digital material, including promotional campaigns run alongside commercial businesses and brands.

Drawing a Line Between Press Work and Brand Promotion

International media professionals covering events or executing reporting assignments currently utilize the C5 journalist visa. Happy Reza Dipayuda, head of the sub-directorate for visa services at the Directorate General of Immigration, emphasized that the existing permit and the proposed C5A category serve entirely different functions and responsibilities.

The established C5 journalist visa strictly covers news reporting, documentary production, interviews, and event coverage for recognized media organizations. Applicants pursuing this credential must supply official press credentials and specific assignment documents while adhering to professional journalistic standards.

Managing the Surge of International Influencers

Immigration officials pointed to the surging volume of international content creators operating inside Indonesia as the primary driver behind the new pathway. While these creators typically operate outside traditional media structures, their digital output frequently reaches millions of viewers and actively shapes public opinion. The C5A visa is designed to establish clear rules for these commercial operations.

Interim Rules While the Review Continues

The regulatory proposal remains under active review. Happy noted that the draft requires additional evaluation by the Ministry of Foreign Affairs and other governmental bodies before final implementation.

Until the review concludes and the new framework takes effect, foreign visitors producing digital material must utilize existing legal pathways, such as the C14 visa for certain production activities. Foreign media professionals must continue using the C5 journalist visa for verified reporting assignments.
