Jakarta, Indonesia - Authorities have raided the offices of indonesian tech giant GoTo Gojek Tokopedia as part of an ongoing inquiry into alleged corruption surrounding a government procurement of Chromebook laptops. The raid, wich took place on Tuesday in South Jakarta, saw investigators seize documents and electronic evidence, including flash drives.
Investigation Details and Scope
the Attorney General Office confirmed the raid, with spokesman Harli Siregar stating that the investigation centers on the procurement of Chromebooks for the Ministry of Education,Culture,Research, and Technology. This procurement, spanning from 2019 to 2022, involved a considerable budget of 9.9 trillion rupiah (approximately US$610 million).
This initiative was a key component of a nationwide digitalization project initiated during former President Joko “Jokowi” Widodo’s management, with the stated aim of equipping public schools. However, concerns have been raised about the actual need for Chromebooks, given the country’s uneven internet connectivity, which could limit the devices’ utility.
Allegations of Collusion and Conspiracy
When the probe was initially announced in May, the Attorney General Office indicated suspicions of collusion and “criminal conspiracy” among individuals involved in the drafting of studies that justified the procurement. Investigators are particularly scrutinizing a meeting held in early May 2020. This meeting is believed to have influenced the decision to proceed with the Chromebook purchase, despite an earlier assessment in April 2020 suggesting they were not the most effective solution.
“There are vital matters to examine regarding that meeting in May 2020,” Siregar was quoted as saying by the Jakarta Globe. “We certainly no that technical studies were conducted in April, which were later revised in June or July. Who played a role in shifting the initial assessment to a review that lead to the Chromebook being chosen? This is what we will continue to investigate.”
GoTo’s Connection and Former Minister’s Involvement
The involvement of GoTo Gojek Tokopedia stems from the company’s origins. Ride-hailing startup gojek was founded by Nadiem Makarim, who later served as the Minister of Education, Culture, Research, and Technology. Gojek merged with e-commerce firm Tokopedia in 2021 to form goto gojek Tokopedia.
Nadiem Makarim himself was questioned by investigators on June 23rd, facing approximately 31 questions related to the procurement process. He has publicly denied any wrongdoing and pledged full cooperation with the investigation, which also examines the roles of his special staff members during his tenure.
Future Implications and Digitalization Efforts
This investigation casts a shadow over Indonesia’s ambitious digital transformation agenda, particularly within its education sector. The scrutiny of procurement processes highlights the critical need for transparency and accountability in large-scale government technology projects. As the probe continues, it will likely influence future government procurement strategies and the oversight mechanisms for public digitalization initiatives. The outcome could also have critically important implications for the reputation and operational landscape of major tech players involved in public sector partnerships.
The future of digital procurement in Indonesia, especially for large-scale educational technology projects, will undoubtedly be shaped by the findings and lessons learned from this Chromebook scandal. Ensuring robust due diligence, transparent bidding processes, and effective needs assessments will be paramount for building public trust and achieving the intended benefits of digitalization.
