Indonesia’s finance minister has withdrawn a proposal to impose tolls on ships passing through the Strait of Malacca, clarifying that the suggestion was not made in a serious context and reaffirming the country’s commitment to freedom of navigation under international law.

The proposal, initially floated by Finance Minister Purbaya Yudhi Sadewa during a symposium in Jakarta, suggested that Indonesia could leverage its strategic position on the Strait of Malacca—a critical waterway carrying over 40 percent of the world’s seaborne trade—for financial gain by charging vessels for passage.

However, the minister quickly backtracked, stating, “If only it could be like that,” and later emphasized that the comment was made jokingly and not as a policy proposal. He reiterated that Indonesia has no plans to collect taxes or transit fees from foreign vessels using the strait.

Purbaya pointed to the United Nations Convention on the Law of the Sea (UNCLOS) as the legal foundation for Indonesia’s position, noting that the convention guarantees transit passage through international straits and upholds the principle of freedom of navigation. He cited his prior experience overseeing maritime sovereignty and energy coordination between 2018 and 2020 as evidence of Indonesia’s longstanding commitment to international maritime law.

The initial suggestion had drawn concern from neighboring countries and global observers, particularly Australia, which urged for the preservation of freedom of navigation in the wake of the proposal. Singapore, which also borders the Strait of Malacca, had previously rejected similar ideas but acknowledged the strategic sensitivity of the issue.

Malaysia also weighed in, stating that no unilateral moves should be made on the Strait of Malacca, especially amid increasing global uncertainty. The country emphasized the importance of regional cooperation and adherence to established maritime norms.

Analysts noted that while the idea of tolling the strait had been intermittently raised over the past decade by maritime interests seeking to monetize its strategic value, such a move would risk violating UNCLOS and could provoke retaliatory measures from major users of the route, including China, the United States, Japan, and Singapore.

The Indonesian government’s rejection of the toll proposal is seen as a reaffirmation of its role as a responsible stakeholder in global maritime governance, particularly at a time of heightened geopolitical tensions and protectionist tendencies in global trade.
