Indonesia Gears Up for Nationwide Biodiesel Mandate in 2025

Jakarta – Indonesia is set too make a notable shift in its fuel landscape, with a nationwide mandate for a 40% biodiesel blend (B40) taking effect on January 1, 2025.The move aims to boost domestic biofuel production,reduce reliance on fossil fuels,and support the country’s palm oil industry.

Deputy Minister of Energy and Mineral Resources (ESDM) Yuliot recently visited Pertamina Refinery Unit II Dumai in riau to assess the readiness for this aspiring program.”The Minister of ESDM has issued a decision regarding the implementation of B40, and we have seen firsthand the preparedness of the Fatty Acid methyl Ester (FAME) industry, which supplies the biofuel component,” Yuliot stated.

The transition to B40 is expected to considerably increase biodiesel demand,reaching an estimated 15.6 million kiloliters annually. This nationwide distribution requires a robust supply chain and readily available feedstock, making these key priorities for the government.

Recognizing the complexities involved, the ministry of ESDM is actively seeking input from various stakeholders, including Pertamina Patra niaga and other businesses. “we want to understand the challenges they foresee in implementing B40,” Yuliot explained. “For example, how will varying geographical conditions, such as the heat in Dumai or the colder temperatures in mountainous regions, impact the rollout?”

Pertamina, Indonesia’s state-owned oil and gas company, is playing a crucial role in this initiative.Two major refineries, Refinery Unit III Plaju in Palembang and Refinery Unit VII Kasim in Papua, are being prepared for B40 production. Pertamina Patra Niaga will handle the blending process.

“Our refineries primarily produce B0 fuel, and we are prepared to transition to B40 production,” said Didik Bahagia, Director of Operations at PT Kilang Pertamina Internasional (KPI). “RU III Plaju and RU VII Kasim will be responsible for B40 production, while Patra Niaga will handle the blending.”

Beyond B40, Pertamina has also made strides in producing bioavtur, also known as Enduring Aviation Fuel (SAF). This fuel, with a 2.4% palm-based biofuel blend, is currently being produced at the Green Refinery Kilang Cilacap using a co-processing method.

“Our current bioavtur processing capacity is 9,000 barrels per day,” Didik explained. “We use Refined Bleached Deodorized Palm Kernel Oil (RBDPKO) as the feedstock. Test flights using a Garuda Indonesia Boeing 737-800 on the Jakarta-Solo route have already been successfully conducted.”

“They’re being methodical about it,” Santos explains. “They’re engaging with businesses and stakeholders to understand the challenges and even considering geographic variations, like how the heat in Dumai might affect the rollout.”

The B40 initiative is not limited to road transportation. Pertamina is also making strides in producing bioavtur, a sustainable aviation fuel derived from palm oil.

“They’ve already conducted test flights with Garuda Indonesia using a Boeing 737,” Santos reveals. “They blend a small percentage of biofuel with regular jet fuel, demonstrating the viability of this technology.”

This push towards sustainable fuels positions Indonesia as a leader in the global transition to cleaner energy sources. The success of the B40 initiative could have far-reaching implications for the country’s energy independence and environmental sustainability.
