Indonesia Trains African Sailors to Boost Global Maritime Influence

Indonesia, China, and Philippines Seafarer Initiative Adopted by IMO

the International Maritime Association (IMO) has adopted a joint initiative proposed by Indonesia, China, and the Philippines to enhance seafarer training and welfare. This collaboration aims to address critical issues facing seafarers globally, including training standards, access to healthcare, and fair treatment.

The initiative, formalized within the IMO framework, builds upon existing bilateral and multilateral agreements between the three nations. It focuses on developing standardized training programs, promoting the recognition of seafarer certificates across borders, and establishing mechanisms for resolving seafarer disputes.

Strengthening Maritime diplomacy Through Capacity Building

Concurrently, the Indonesian Ministry of Transportation is actively bolstering maritime diplomacy by providing training to seafarers from 13 West and Central African nations. According to the Head of the Transportation Human Resources Progress Agency (BPSDMP), djarot Tri Wardhono, this initiative is a direct result of the Triangular Cooperation agreement reached within the IMO. The Ministry recognizes seafarers as a vital component of the national economy, and this training program is a key element in strengthening Indonesia’s international role within the IMO.

As stated by an Indonesian official, “we are building political engagement with African countries, so we will also have stronger support within the IMO from those countries.” This strategic approach demonstrates Indonesia’s commitment to fostering collaboration and securing broader support for its maritime initiatives.

Key Components of the Initiative

  • Standardized Training: Development of common training curricula and assessment methods for seafarers.
  • Certificate Recognition: Mutual recognition of seafarer certificates issued by Indonesia, China, and the Philippines.
  • Welfare Provisions: Improved access to healthcare, fair working conditions, and repatriation assistance for seafarers.
  • Dispute Resolution: Establishment of a streamlined process for resolving disputes involving seafarers.
