Indonesia’s procurement of Chromebook laptops for schools is facing intense scrutiny as a corruption investigation unfolds, implicating high-ranking officials from the Ministry of Education and culture and raising questions about the role of Culture and Technology Minister Nadiem Makarim. While not yet named a suspect, Makarim’s name repeatedly appears in the case construction released by prosecutors, centering around allegations of directing the procurement towards Google products.
Key Suspects and Allegations
The Attorney General’s Office (AGO) has named four individuals as suspects in the case. These include:
Jurist Tan: currently at large and believed to be overseas. Immigration data shows Tan left Indonesia on May 13, 2025, for Singapore and has not returned. His current position within the scandal remains undisclosed by the AGO.
Ibrahim Arief: A former consultant for the Ministry of Education and Culture, detained despite suffering from chronic heart disease.
sri Wahyuningsih: Former Director of Elementary School at the Ministry of Education and Culture (2020-2021).
Mulyatsyah: Former director of Junior High School (SMP) at the Ministry of Education and Culture (2020-2021).
The core allegation revolves around the suspects allegedly steering the laptop procurement process specifically towards Chromebooks, manufactured by Google. Prosecutors claim the decision wasn’t based on a thorough, unbiased evaluation, but rather a pre-determined preference for Google’s product.
Nadiem Makarim’s Potential Involvement
The AGO’s case construction points to a potential role for Minister Nadiem Makarim in the decision-making process. Prosecutors allege that a decision favoring Chromebooks was made during a Zoom meeting on May 6,2020,reportedly chaired by Makarim, before a supporting study was even published. A study ostensibly justifying the choice of Chromebooks over Windows laptops onyl appeared in June 2020,raising concerns about the objectivity of the procurement process.
Despite these allegations, Makarim has not been named a suspect. The Attorney General has stated that further investigation and evidence gathering are necessary to solidify any potential charges against the Minister.Notably, Makarim has also consistently failed to respond to summons from investigators, citing his frequent travel abroad.
Google Investment and Potential Conflicts of Interest
The investigation is also exploring a potential connection between Google’s investment in Gojek – the ride-hailing company founded by Nadiem Makarim – and the subsequent procurement of Chromebook laptops. This line of inquiry aims to determine if any conflicts of interest influenced the decision to favor Google’s products. The AGO is seeking to establish whether Google’s investment in Gojek created an incentive for Makarim to prioritize Chromebooks in the procurement process.
What’s Next?
The Attorney General’s Office continues to build it’s case, focusing on gathering additional evidence to clarify the extent of Nadiem Makarim’s involvement and to locate Jurist Tan, who remains a key figure in the investigation. The outcome of this investigation could have significant implications for the Ministry of Education and Culture and raise broader questions about openness and accountability in government procurement processes. The public awaits further developments as the AGO seeks to uncover the full truth behind this controversial laptop procurement deal.
