Abu Dhabi Crown Prince Sheikh Khaled bin Mohamed Al Nahyan met with Iranian President Masoud Pezeshkian on the sidelines of the BRICS summit in India, as diplomatic efforts intensified to resolve the ongoing standoff in the Strait of Hormuz, according to reporting by Bloomberg. The rare high-level talks come as Iran proposes a restricted shipping agreement for the critical global energy chokepoint without United States participation.
Diplomatic Push and the Proposed Hormuz Agreement
Oman is currently attempting to bring the Gulf Cooperation Council and Iran together to negotiate terms for the waterway. Iran announced it will brief Gulf states on a new agreement concerning vessel transit through the strait, according to Bloomberg. However, Tehran maintains that any upcoming arrangement will not constitute a full reopening of the maritime route. Iranian authorities have stated they will retain authority over which vessels are permitted to traverse the passage. The planned diplomatic gathering has faced immediate regional hurdles. According to Bloomberg, Bahrain has formally ruled out attending the session, pointing to recent Iranian-backed attacks on Gulf sites. Furthermore, escalating armed conflict between Saudi Arabia-backed forces and the Houthis—an Iran-supported movement based in Yemen—threatens to derail regional de-escalation plans.
Regional Stances and Conflict Background
During their discussions in India, Sheikh Khaled and President Pezeshkian emphasized the critical need to ease bilateral tensions, promote de-escalation, and bolster regional stability, the United Arab Emirates state-run news agency WAM reported. Anwar Gargash, an adviser to the UAE president, posted on X that Pezeshkian has maintained balanced and rational positions throughout the protracted crisis. The current regional crisis originated in late February following United States and Israeli military strikes on the Islamic Republic, which prompted Tehran to move toward shuttering the Strait of Hormuz. The military confrontation expanded earlier this month when US and Iranian forces exchanged direct strikes on oil tankers in the Persian Gulf. Maritime security deteriorated further over the weekend. The UK Maritime Trade Operations reported that a fire broke out on a commercial vessel after it was struck by a projectile. Additionally, Iran’s state-run IRIB network reported an enemy strike off Iran’s Qeshm and Hengam islands that resulted in one fatality.
The UAE Posture Amid Economic Fallout
The United Arab Emirates has absorbed significant pressure during the conflict, successfully fended off thousands of incoming Iranian projectiles, and adopted a firm economic stance by formally severing economic ties with Tehran in August. Despite this hard line, Abu Dhabi continues to advocate for a political resolution to restore normal shipping operations. Gargash stated last month that the prevailing state of neither war nor peace remains unsustainable for regional economies.
