U.S. Prosecutors have charged an Iraqi national with six terrorism-related offenses, alleging his involvement in coordinating a shooting at the U.S. Consulate in Toronto in March 2026.
Mohammad Baqer Saad Dawood Al-Saadi appeared in a New York courtroom on Friday, May 15, 2026, following allegations regarding his role as a senior member of the Iranian-backed militant network Kata’ib Hizballah and the Islamic Revolutionary Guard Corps.
According to a newly unsealed U.S. Criminal complaint, Al-Saadi and other associates planned, coordinated, and claimed responsibility for the March 10, 2026, attack on the U.S. Consulate in downtown Toronto.
During the consulate incident, two suspects exited a white Honda CR-V, fired shots at the building, and fled the scene. Toronto police and the Royal Canadian Mounted Police (RCMP) reported that shell casings and physical damage were found at the downtown building, though no injuries occurred during the attack.
The U.S. Department of Justice alleges that the Toronto shooting was part of a broader campaign of violence coordinated by an Iranian-backed network. Prosecutors claim Al-Saadi and his associates were behind at least 18 terrorist attacks across Europe.
In addition to the attack on the U.S. Consulate, the criminal complaint alleges that the network coordinated a second attack targeting a synagogue in Canada.
Evidence cited by the FBI includes recorded phone calls between Al-Saadi and a confidential source. Investigators allege that Al-Saadi discussed the Canadian attacks during these recorded conversations.
Canadian authorities identified the consulate shooting as a national security case, which triggered an investigation by the RCMP.
The Centre for Israel and Jewish Affairs (CIJA) stated that the arrest of the alleged Iran-backed terrorist underscores the need for a crackdown
in Canada.
