Iran Conflict Analysis: Retired Admiral’s Insights
Iran Cease-Fire Creates Opportunity for New middle East Role
Updated June 24, 2025
A surprise cease-fire between Israel and Iran has sparked discussion about potential shifts in the Middle East. Retired vice Adm. Kevin Donegan, former commander of the U.S. Fifth Fleet, now a distinguished military fellow at the Middle East Institute, offered his analysis.
Donegan noted the unexpected nature of the cease-fire, especially following a retaliatory strike on Al Udeid. He emphasized that any pause in conflict presents an opportunity.
Donegan suggested Iran’s current state differs significantly from its pre-conflict position. He stated that the Islamic Revolutionary Guard Corps (IRGC) is weakened, and its nuclear capabilities are degraded. This,he believes, has weakened the regime.
The former commander also pointed to shifts in regional alliances. Syria is no longer an ally, Hezbollah has been decimated, Hamas has been destroyed, and the Houthis are weakened. These factors, according to Donegan, create an opening for a possible change in Iran’s stance and its future role in the region.
Any time you can get a conflict to pause and have a cease-fire, it prevents an opportunity. So now the question… is, can we take advantage of that opportunity?
What’s next
The coming weeks will be crucial in determining whether this cease-fire can translate into lasting change and a revised role for Iran in the middle East.
