Iran Denies Kuwaiti Accusations of IRGC Infiltration Attempt

Iran has rejected accusations from Kuwait that members of the Islamic Revolutionary Guard Corps (IRGC) attempted to infiltrate Bubiyan Island by sea. The Iranian Foreign Ministry denied the claims on May 12, 2026, and demanded the immediate release of four Iranian nationals currently in Kuwaiti custody.

The Kuwaiti Ministry of Interior stated that the infiltration operation occurred on May 1, 2026. According to the ministry, naval officers arrested four men aboard a fishing boat that had been specially chartered to carry out hostile actions against Kuwait. Kuwaiti authorities allege the men admitted they had been tasked by the IRGC with infiltrating the island.

The confrontation on Bubiyan Island resulted in one Kuwaiti service member being wounded by gunfire. While four individuals were apprehended, two others escaped during the clash: navy Captain Mansour Qambari and the captain of the boat, Abdulali Kazem Siamari.

Kuwait identified the arrested individuals as Colonels Amir Hussein Abd Mohammed Zara’i and Abdulsamad Yadallah Qanwati, Captain Ahmed Jamshid Gholam Reza Zulfiqari, and First Lieutenant Mohammed Hussein Sehrab Faroughi Rad.

In response to these allegations, the Iranian Foreign Ministry acknowledged that four sailors had entered Kuwaiti waters but disputed the motive. Iran asserted that the entry was not part of a clandestine military operation, but was instead caused by a malfunction in the sailors’ navigation system.

Broader Regional Tensions

The diplomatic friction between Kuwait and Iran occurs amid a wider conflict involving the United States and Iran. On February 28, 2026, President Donald Trump announced major combat operations against Iran, which included joint U.S.-Israeli strikes on infrastructure, government, and military sites.

While a ceasefire was established, peace talks held in Pakistan in April 2026 failed to produce a deal. President Trump subsequently extended the ceasefire on an open-ended basis but maintained a U.S. Blockade of Iranian seaports until negotiations conclude.

The financial toll of the conflict has been significant. A Pentagon official reported on May 12, 2026, that the Iran war has cost at least $29 billion, an increase from a $25 billion estimate provided two weeks prior.

Iranian officials have attributed the failure of peace negotiations to the conduct of the United States. Araghchi further accused the U.S. Negotiating team of employing threatening and provocative rhetoric and an overbearing approach. He also alleged that the U.S. Has repeatedly violated the ceasefire through the continued blockade of Iranian seaports.

In light of these developments, Araghchi stated that Iran is consulting on new regulations regarding the Strait of Hormuz in accordance with international law.
