Intensified Strikes and Looming Rafah Offensive
Israeli air strikes on Gaza City have dramatically increased in recent days, especially targeting residential neighbourhoods like Zeitoun and Sabra. Gaza’s civil defence agency reports “very heavy air strikes targeting civilian homes,possibly including high-rise buildings.” This escalation precedes a widely anticipated ground offensive into Rafah, where over a million Palestinians have sought shelter after fleeing fighting elsewhere in Gaza.
The impending operation raises grave concerns about civilian casualties and further displacement.International organizations warn that Rafah is already overwhelmed with displaced people, lacking adequate infrastructure to support a large-scale influx.

Ceasefire Negotiations and Hamas’ Position
Hamas leader Khalil Al-Hayya arrived in Cairo yesterday to engage in talks aimed at reviving a ceasefire agreement. These discussions follow the collapse of indirect negotiations in Qatar in late July, where Israel and Hamas blamed each other for the lack of progress on a US proposal for a 60-day truce and hostage release deal.
Hamas officials state the current meetings with Egyptian officials will prioritize halting the war, facilitating aid delivery, and alleviating the suffering of Palestinians in gaza. Taher al-Nono, a Hamas official, confirmed the focus on these critical issues.
A Palestinian official familiar with the mediation process indicated Hamas remains open to negotiations, stating, “Hamas believes negotiation is the only way to end the war and is open to discuss any ideas that would secure an end to the war.” Though, critically important obstacles remain, particularly regarding the extent of an Israeli military withdrawal and Hamas’s disarmament.
Hamas has reportedly signaled a willingness to relinquish governance of Gaza to a non-partisan committee,but insists it will not disarm until a Palestinian state is established. This position represents a key sticking point in negotiations.
Humanitarian Crisis Deepens and Aid Blockages
The humanitarian situation in Gaza has reached catastrophic levels. Foreign ministers from 24 countries have issued a joint statement describing the crisis as “unimaginable” and urgently calling on israel to allow unrestricted access for humanitarian aid.

The current conflict began on October 7, 2023, when Hamas-led militants launched an attack on southern israel, resulting in the deaths of 1,200 people and the abduction of 251 hostages, according to Israeli figures.
Israel’s subsequent military offensive in Gaza has resulted in over 61,000 Palestinian deaths, according to local health officials. The conflict has caused widespread destruction of infrastructure, displacement of the population, and a severe humanitarian crisis.
Israeli Prime Minister Benjamin Netanyahu has vowed to continue the war until Hamas is eradicated, a position supported by his far-right coalition allies who advocate for an Israeli takeover of Gaza. This stance presents a major obstacle to achieving a lasting ceasefire and a peaceful resolution to the conflict.
