Israel has announced plans to occupy large portions of southern Lebanon to establish an expanded buffer zone, a move that includes the planned destruction of homes to prevent the return of approximately 600,000 residents.

Defence Minister Israel Katz outlined the strategy, stating that upon the conclusion of fighting with Hezbollah, the Israel Defense Forces (IDF) would maintain control of the territory extending to the Litani River. This area is located approximately 19 miles from the Israel-Lebanon border.

The proposed occupation would encompass roughly 10 percent of Lebanon’s total land area. According to Katz, the military objective is to control the region up to the Litani River, including the remaining bridges in that area, while eliminating weapons and Radwan forces—an elite unit of the pro-Iran Hezbollah group—that have infiltrated the zone.

The Gaza Model of Destruction

Minister Katz specified that the destruction of homes near villages in southern Lebanon would be carried out in accordance with the Rafah and Beit Hanoun model in Gaza. In those Gaza neighborhoods, the Israeli military razed the majority of public infrastructure and residential homes.

The stated purpose of this destruction is to ensure that the hundreds of thousands of residents currently displaced from the border region cannot return to their homes.

Israeli military spokesperson Maj Doron Spielman provided further justification for the targeting of residential areas during an interview on March 31, 2026, claiming that every home in southern Lebanon, the Shiite homes, are command centres.

Military Campaign and Displacement

The current military campaign began shortly after March 2, 2026, when Hezbollah launched rockets at Israel to avenge the killing of the Iranian supreme leader, Ayatollah Ali Khamenei. Since then, Israeli jets have conducted bombing raids on Hezbollah targets across Lebanon.

On the ground, Israeli forces have advanced into southern Lebanon, clashing with Hezbollah militants in hilly terrain. As of early April 2026, ground troops were reported to be operating about 18 miles south of the Litani River.

The invasion has resulted in widespread displacement. Israel issued sweeping evacuation warnings for nearly all of the south, leading to the emptying of entire villages. Military operations have involved striking dozens of towns and destroying key bridges to control movement in the region. Areas affected by the conflict include towns such as Tyre, Nabatieh, Khiam and Naqoura.

International Legal Concerns

The announced plans have drawn criticism from international monitors. Human Rights Watch stated that the declarations made by Minister Katz regarding the destruction of homes and the prevention of resident returns could constitute war crimes.

Specifically, the organization noted that such actions could amount to wanton destruction and forced displacement of the civilian population.

The region of southern Lebanon is predominantly inhabited by Shiite Muslims and has been dominated by Hezbollah for several decades. The current operations have brought intense uncertainty to the population, with many residents facing the prospect of long-term displacement from their ancestral homes.
