Giorgia Meloni convened the summit at Palazzo Chigi to draft the rescue package as the consequences of the transport blockade worsened. Following a meeting in Milan between Matteo Salvini and transport trade union representatives, the Council of Ministers approved the decree-law containing new measures to support the logistics sector, with the government having rushed to find solutions by calling a Council of Ministers meeting as the consequences of the transport blockade worsened.
The newly approved decree unlocks 430 million euros in previously delayed tax credits on fuel for the period between March and August, held up by bureaucratic backlogs across 32,000 pending applications.
Fuel Tax Credits and Agricultural Subsidies
The decree extends fuel compensation through December 31, 2027, for invoices dated between September 1 and October 5. Salvini is working to identify interventions for small enterprises, often family-run, that operate no more than 4-5, perhaps older, vehicles that cannot benefit from the contributions unlocked for the 32,000 companies with more recent vehicles. Meanwhile, Francesco Lollobrigida secured targeted relief for farmers and fishermen whose previous diesel tax credits expired on October 6. Additional funds include the unblocking of 590 million euros previously allocated for vehicle fleet renewal.

The government added 60 million euros in non-repayable grants for agricultural diesel, translating to a discount of up to 40 cents per liter across 120 million liters of fuel. An additional 10 million euros was assigned to the fishing sector. Palazzo Chigi also noted that Matteo Piantedosi promised during the same meeting to guarantee the continuity of supplies, particularly basic necessities, food products, and pharmaceuticals, in all circumstances.
Leasing Suspensions and Enforcement Deadlines
The legislative package introduces a temporary suspension of leasing payments—in scadenza dal primo novembre 2026 al 31 marzo 2027—for commercial vehicles registered with the national transport registry. Companies can halt principal repayments while maintaining interest contributions, shielding them from contract revocations while maturity dates automatically extend by the suspension period. Original contract conditions will regulate interest accrued during the moratorium months unless specific agreements are reached between the parties.
Agreements and Enforcement Priorities
Matteo Salvini and Undersecretary Edoardo Rixi reached an agreement with transport trade union representatives and other mobilized groups to restore full traffic circulation on roads and guarantee the rights of the category, citizens, and the productive system, with participants having shown willingness regarding the announced government measures. Palazzo Chigi emphasized that rules, freedom of movement, and the protection of economic activities remain essential priorities.
