U.S. Commerce Department Imposes Preliminary Duties on Hardwood Plywood Imports⁤ from Asia

The U.S. Department of Commerce recently ‍delivered⁣ a preliminary ruling with critically importent implications for importers of hardwood and decorative plywood. If you rely on sourcing these materials from China, Indonesia, or Vietnam, understanding these changes is crucial for your business. We’ll break down what ⁤happened, what it means for you,and what steps you can take to prepare.

What Happened? The ITC and Commerce Department Findings

In a move aimed at protecting⁤ domestic manufacturers, the U.S. International Trade Commission ‍(ITC) and the Department of Commerce have made affirmative preliminary determinations in antidumping and countervailing duty investigations concerning hardwood and decorative plywood imported from China, ‍Indonesia, and Vietnam.

Essentially, these investigations found evidence that these countries are selling this plywood in the U.S. at prices lower than fair value (dumping) and/or are providing unfair subsidies to their producers.

Here’s a quick rundown of the key findings:

China: Preliminary dumping margins range from 31.61% to 183.36%. Countervailing duty rates are set at ⁢22.94%.
Indonesia: Preliminary dumping margin is 25.09%. Countervailing duty rate is 20.64%. Vietnam: Preliminary dumping margins vary from 12.51% to 25.64%. Countervailing duty rate ‍is 21.43%.

These percentages translate directly into additional duties that importers will be required to pay. These are preliminary* determinations, meaning they are subject to change after⁤ further investigation.
