Jakarta provincial authorities have served official notices to 23 buildings throughout 2026 for failing to secure required Certificates of Functionality, part of a broader regulatory crackdown. According to enforcement data from the Jakarta Human Settlements, Spatial Planning, and Land Management Agency (CKTRP), the administrative actions stem from a systematic review of building compliance across the capital.

Targeted Crackdowns and Cease-and-Desist Orders

The Jakarta CKTRP Agency recorded 57 clarification meetings for buildings flagged for non-compliance during 2026. Legal measures taken by the regional government have culminated in permanent or temporary cease-and-desist orders for eight structures.

According to CKTRP Agency Head Vera Revina Sari, the oversight drive aims to foster a culture of compliance and responsibility rather than acting strictly as a punitive measure. Sari noted that technical conclusions must rely on transparent inspections and verifiable data.

Thus far, our oversight has led to 57 clarification sessions and the issuance of 23 formal notices regarding SLF requirements. We’re prioritizing the fulfillment of building obligations to ensure that the city’s infrastructure meets the highest standards of safety and order, Sari stated, Tuesday (9/1).

Legal Mandates for Public Safety and Disaster Mitigation

The Certificate of Functionality, locally known as Sertifikat Laik Fungsi (SLF), serves as a legal prerequisite verifying that a structure meets all technical requirements for its designated purpose. Mandated by Law No. 28/2002 and Government Regulation (PP) No. 16/2021, property owners must hold an active SLF before a building is deemed eligible for utilization.

City officials stress that possessing an SLF directly connects to disaster mitigation and public safety guarantees, such as fire prevention and structural integrity.

A building can be used because it has or fulfils safety, comfort, health and other requirements, Sari said, emphasizing that the document ensures a structure’s reliability before opening to the public.

Tiered Enforcement Protocols and Real-Time Monitoring

The Jakarta Provincial Department of Cipta Karya Tata Ruang dan Pertanahan utilizes a tiered enforcement system for properties lacking proper certification. The process starts with a formal invitation to a clarification session, progressing through first, second, and third warning letters, temporary suspensions, and potential permanent shutdowns or sealing of premises.

Fuadi, a local official referenced in regional reporting, noted that previous incidents—such as a fire at the Terra Drone Building where the SLF permit status had expired—highlighted the risks of lapsed documentation. Consequently, officials have urged the agency to issue prompt warning letters and establish real-time monitoring systems to map uncertified and abandoned structures accurately.

Sari urged building managers to address paperwork proactively rather than waiting for enforcement actions. Under Article 274 (2) of the prevailing regulations, obtaining and renewing the SLF remains compulsory for all operational buildings in Jakarta.
