Japan has scrapped a ban on lethal weapons exports, marking a major shift in its postwar pacifist policy as the country seeks to build up its arms industry and deepen defense cooperation with international partners.

The decision was approved by Prime Minister Sanae Takaichi, who announced the change in a post on X, stating that no single country can now protect its own peace and security alone, and that partner countries supporting each other in defense equipment are necessary.

Under the new rules, Japan will allow the export of advanced defense equipment including fighter jets, missiles, and warships, ending decades-old restrictions that had limited weapons exports to only five categories: rescue, transport, surveillance, warning, and minesweeping equipment.

The revised guidelines scrap the earlier categories and permit all defense equipment to be approved, subject to government screening and controls on transfers to third countries.

Prime Minister Takaichi emphasized that there is no change in Japan’s commitment to upholding its peace-loving principles followed for over 80 years since the war, adding that under the new system, equipment transfers will be strategically promoted while making even more rigorous and cautious judgments on whether transfers are permissible.

Takaichi also argued that boosting the domestic arms industry is a driver of economic growth and that Japan must relax its rules on weapons exports to bolster national defense.

The move represents a significant departure from the pacifist principles that shaped Japan’s postwar security policy, as Tokyo aims to strengthen its domestic arms industry and deepen ties with defense partners amid regional security concerns, particularly regarding China’s growing military activity.

Japan’s Defense Ministry had previously maintained strict controls on arms exports, but the new policy paves the way for expanded international defense cooperation and equipment transfers under strict government oversight.
