Japan’s Security Statecraft in the Free and Open Indo-Pacific

Japan is transitioning the implementation of its Free and Open Indo-Pacific (FOIP) strategy, moving from a normative vision based on shared values to a practical application of security statecraft.

According to an analysis by E-International Relations, this shift reflects an effort by Tokyo to balance increasing geopolitical pressures with existing domestic constraints. The transition involves moving beyond the promotion of a rules-based order to the active use of security tools to maintain regional stability.

Mechanisms of Security Statecraft

Tokyo is utilizing three primary levers to execute this shift toward security statecraft: official security assistance, defense reforms, and changes to arms export regulations.

Official Security Assistance (OSA) functions as a grant aid framework. This mechanism is designed to benefit the armed forces and related security organizations of like-minded countries, allowing Japan to provide direct support to the security capabilities of its partners.

In addition to OSA, Japan has pursued defense reforms and adjusted its approach to arms exports. These changes allow Tokyo to be more flexible in how it provides equipment and technical capabilities to international partners, moving away from more restrictive historical postures.

Geopolitical Pressures and Domestic Constraints

The evolution of the FOIP strategy is shaped by the tension between external requirements and internal limitations. Geopolitical pressures in the Indo-Pacific region have necessitated a more active security role for Japan, prompting the adoption of more concrete statecraft tools.

However, these developments are managed alongside domestic constraints. Tokyo must navigate internal legal frameworks and political considerations while expanding its security footprint and reforming its defense and export policies.
