Despite participating in high-stakes international negotiations and meeting with world leaders, Kushner holds no official title or remit, leading to concerns regarding potential conflicts of interest between his public activities and his private business ventures.

During the first 14 months of the second Trump administration, Kushner has conducted meetings with several global leaders, including Vladimir Putin, Benjamin Netanyahu, and Volodymyr Zelensky, as well as various Saudi and Middle Eastern actors. In February 2026, two days before the United States and Israel launched attacks on Iran, Kushner was in Geneva for high-stakes negotiations. He also traveled to Islamabad with Vice President Vance to participate in peace talks with Iran that ultimately failed.

While figures such as Elon Musk and Corey Lewandowski have been designated as special government employees, Kushner has not received this official status.

Donald Sherman, the president and CEO of Citizens for Responsibility and Ethics in Washington (CREW), has argued that Kushner’s role is functionally identical to that of Special Envoy Steve Witkoff. Unlike Kushner, Witkoff became an official government employee in the summer of 2025 and filed a disclosure form, although that filing showed he still held shares in World Liberty Financial, a cryptocurrency business.
