Responding to a major earthquake is not just someone else’s problem, it’s your problem

The Hyuga-nada earthquake on August 8th led to the announcement of a “Massive Earthquake Warning” in the “Nankai Trough Emergency Information,” and the following day, on the 9th, an earthquake with a magnitude of weak 5 occurred in western Kanagawa Prefecture.As a result, the question of how to respond to a potentially massive earthquake is no longer someone else’s problem, but rather our own.
The “Massive Earthquake Warning” was lifted at 5:00 p.m. on August 15, but in response to sudden thunderstorms and the approach of a succession of typhoons, disaster prevention and evacuation drills are being conducted across the country ahead of Disaster Prevention Day on September 1. Evacuation drills for events at large facilities nationwide are also being conducted with increased seriousness.

According to the Tokyo Fire Department, “The Great East Japan Earthquake raised awareness of crisis management among those involved in theaters and other viewing facilities, and in recent years, many theaters and other viewing facilities have begun conducting evacuation drills with the participation of their audience. Traditional evacuation drills were often conducted only by those involved with the viewing facility, making it difficult to identify issues regarding evacuation routes and guidance methods for large audiences. As a result, free concerts and other events are held to gather participants for the evacuation drills, and training is now being carried out, including initial firefighting training for staff in the event of an earthquake and subsequent fire, encouraging audience members to take action to protect themselves, and training in guiding evacuations from the audience seats to safety.”

So, our special correspondent Yoshihiro Sekimachi participated in the “Evacuation Drill Experience Concert” held on August 27th at J:COM Hall Hachioji (Hachioji City, Tokyo). Here is our report on the event.

How can audience members be guided to a safe and secure location in the event of a major earthquake or fire occurring while watching a movie, play, concert, etc.? A concert version of this was held at the J:COM Hall in Southern Sky Tower Hachioji in Hachioji City, Tokyo, from 1:30pm to 3:30pm on August 27th.
As the name suggests, this event is the 11th, and in recent years it has been held at this time every year. The training experience content is changed, improved, and deepened each time, and it is an evacuation training that combines evacuation guidance training and experience of how to respond in the event of a major earthquake occurring in the participant’s facility or hall, so that hall staff can carry out the latest evacuation guidance response.

The event is organized by the Hachioji Civic Hall Consortium (J:COM Hall Hachioji designated manager), and supported by Hachioji City and Southern Sky Tower Hachioji. The event is supported by the Hachioji Fire Department, Hachioji Fire Prevention and Disaster Prevention Association, and the United States Air Force Band of the Pacific. The event is also a collaborative project with the Waseda University Faculty of Human Sciences, Sano Yuki Laboratory, and the Tohoku Institute of Technology Faculty of Life Design, Department of Life Design, Hatakeyama Yugo Laboratory.
The concert will feature performances by the United States Air Force Pacific Band, known as the “Pacific Showcase,” and is a large-scale practical training event attended by 350 people who had applied in advance to be audience members.

The training began with a loud sound effect announcing the sudden occurrence of a major earthquake during a concert performance, making the audience (training participants) nervous. This was followed by an in-house announcement saying, “This building is highly earthquake-resistant and safe. Please keep your body low, protect your head, and hold on to chairs to protect yourself.”
This will involve basic preparation for “shakeout” training, which involves protecting people from earthquake shaking and falling objects from above.

The performance then resumed, and at the end of the performance, an evacuation drill was conducted in the hall, simulating a fire caused by an earthquake. Following instructions from staff, the participants evacuated to the outdoors via the emergency stairs, and the “Evacuation Training Experience Concert” ended without incident. Participants then filled out a questionnaire about their impressions of the training, and the concert was dismissed.

The J:COM Hall in Southern Sky Tower Hachioji (completed in 2010), built to the latest earthquake resistance standards, should be able to withstand a seismic intensity of 6+ from an earthquake directly beneath the eastern Tama area, which is the expected earthquake for Hachioji City, but if unprecedented shaking, power outages, fires, smoke, water leaks, etc. occur at the same time, it will overlap with the evacuation of businesses and residents in high-rise buildings. Furthermore, since the building is directly connected to the station, confusion due to contact with passengers using the station and getting on and off is also expected even after outdoor evacuation.
In addition, cooperation with the building’s own fire brigade is also important, and there are many issues to be addressed. We asked Seiji Sakai, Director of J:COM Hall, about disaster preparedness and response, and summarized the main points below.

① Number of people involved in the training: 15 hall staff / 10 event organizers. All hall staff have completed advanced lifesaving training, and several are disaster prevention assistants and self-defense firefighting technicians.
②How to share information with staff and the director: Radio (Motorola) and internal lines are the main means of communication, and if these are not possible, a messenger (person) is used.
3) Emergency power supply within the building: Emergency lights will turn on as soon as a power outage occurs, and if the power outage continues for about 30 seconds, the entire Southern Sky Tower Hachioji will switch to its own power generation system, and electricity will be supplied to only basic infrastructure facilities.

④ Earthquake resistance of the hall (building and attachments): The building was completed in 2010 and was without damage during the Great East Japan Earthquake on March 11, 2011.
⑤ Training and disaster prevention knowledge in peacetime: Building-wide evacuation drills (twice a year), conference and hall-specific tabletop disaster prevention drills (once a year). In addition, “Evacuation Training Experience Concerts” are held, and information is shared regularly with other hall facilities.
⑥ Cooperation with the building’s self-defense fire brigade (companies in the building): The building’s disaster prevention center is in constant contact with the hall, and the hall is positioned as the building’s district fire brigade. During this evacuation drill experience concert, they confirmed procedures and the timing of announcements to the entire building.

⑦Number of participants last year: Approximately 300
⑧ Details of collaboration with support groups: This time, the fire department and the Fire Prevention and Disaster Prevention Association will set up an exhibition and experience corner before the opening. In collaboration with laboratories at Waseda University and Tohoku Institute of Technology, they will conduct a survey of visitor behavior in an emergency and hold a report session at a later date to identify future issues.
9. Response to events during peacetime: Explain emergency response procedures to event organizers in advance and require the submission of a list of evacuation attendants and evacuation route maps.
10. Regarding safety as a J:COM Hall: Given that the hall is located inside a building and directly connected to the station, we pay particular attention to coordinating with the building’s disaster prevention center and Hachioji Station.

One special note from the reporter (Sekimachi) was that general visitors (citizens) should be aware that a hall is not a completely safe place, as “a large number of people gather, there are overhead lighting fixtures and hanging objects, the lights inside the building are dimmed, and there are steps,” and they should calmly imagine the situation in an emergency. They also felt that it was wise for them to experience this type of practical training.
