Jensen Huang Dominates Washington: Clout Wars vs. Musk & Cook

July 22, 2025 Victoria Sterling -Business Editor Business

Nvidia’s Jensen Huang Navigates Trump’s Shifting Policies and ⁤China’s AI Ambitions

Nvidia CEO ⁢Jensen Huang has emerged as ‍a pivotal figure in the ⁤complex geopolitical landscape of artificial intelligence, skillfully balancing the demands of the‍ US government‍ and the lucrative Chinese market. As ‍former President Donald Trump’s governance ‌grapples with trade tensions and technological competition, Huang’s ability to maintain Nvidia’s ‍sales in China, notably of its advanced H20 chips, has become a critical ‌factor in the company’s revenue growth and its standing with global customers.

“If Nvidia is simply able⁢ to sell existing chip stocks, it will still represent‌ a⁣ critically important increase in revenue and ⁤a favorable position for Nvidia to maintain customer goodwill in China,”⁣ noted Triolo. Nvidia previously announced⁤ that its‍ H20 inventory⁤ had accounted for a ‌$4.5 ‌billion offset in May.

Huang himself highlighted the strategic importance of US technology leadership, stating last week that as “every‌ civilian AI model should operate in ⁢a US technology stack,” it is “encouraging countries around the world to choose America.” This statement coincided with Nvidia’s⁤ proclamation of the resumption‌ of H20 sales.

No Musk,No Kissinger: ‍The Shifting Landscape of Tech Influence

when donald Trump ‌secured his second presidential term⁤ in November, many anticipated that another prominent technology executive would wield⁣ significant influence within ⁢the administration, acting as a bridge between the US and China. However, the ⁤expected role of Tesla CEO Elon Musk, who had a⁣ notably public falling⁣ out with Trump, did not materialize.

In ⁤November, CNBC experts suggested that Musk’s close ties with⁤ Trump and his substantial business interests in⁢ China could have helped to temper the president’s aggressive trade stance against Beijing. However, they also cautioned against placing too much ‍reliance on the Tesla executive director.

In contrast, Trump’s second presidency has seen a notable shift in his engagement with the tech⁢ industry. ‍In May, Trump expressed “a little⁤ problem⁢ with Tim ⁣Cook” regarding Apple’s production of products in India, despite Apple’s commitment to invest⁤ $500 billion ‍in the US, announced⁣ in February. In response to escalating trade tensions between China and the ⁣US, Apple has been ‍accelerating its efforts to diversify its supply chain ⁣away from China,⁤ increasing iPhone production in India. Earlier this month, Trump advisor Peter Navarro also criticized ‌Cook, arguing that Apple was not ‍moving production out of China quickly enough.

“Apple and Cook ⁤were considered the⁣ most influential company and executive director in the first Trump administration,⁤ but now it’s Huang⁣ and nvidia,”‍ said Ray Wang, CEO of ‌Silicon Valley-based Constellation. “Almost everything rides on Nvidia’s⁢ chips.”

Navigating the ‌Risks: Uncertainty in Chip Restrictions

Despite Huang’s adept navigation of both the US government’s directives and the ⁤Chinese market, and President trump’s apparent admiration for the tech leader, the future trajectory of chip‌ restrictions remains uncertain. “The goalposts here have⁤ moved⁢ several times, causing‍ significant and expensive forced ⁤conversion and booking power,” Triolo commented.

Other experts concur that while Huang has ‌demonstrated considerable influence ‌in the tech world and ⁢within the Trump administration, there is no guarantee of its permanence. ”For the time being, Nvidia has become the main target of chip control to the main influence. The question is how long it takes to take a while?” stated Reva Goujon, Director⁣ at Rhodium Group.

Currently, ⁤the US is also⁤ scrutinizing the semiconductor industry, a move that‌ could lead⁢ to industry-wide tariffs. This presents another potential conflict between the Trump administration’s objectives and Nvidia’s business interests. While Nvidia has increased its manufacturing within the US,⁤ a significant portion of its production remains in Taiwan. As Apple’s experience⁤ illustrates, navigating the complexities of operating⁢ in both the US and⁤ Chinese markets, which are critical for technology⁢ businesses, can be a challenging endeavor.
