Jiangsu Province is implementing a comprehensive artificial intelligence strategy aimed at scaling its AI industry to over 1 trillion yuan (approximately 142.6 billion U.S. Dollars) by 2030. A central component of this strategy is the AI+OPC
(one person, one company) innovation and entrepreneurship model, which seeks to enable individuals to operate as full-scale companies by leveraging AI employees.
The framework was detailed in the Jiangsu Province Artificial Intelligence (AI) Plus Action Plan
, unveiled by the provincial government on January 15, 2026. In addition to the industry valuation target, the province aims to achieve a 90 percent adoption rate for intelligent devices and new-generation smart terminals by 2030.
The AI+OPC Entrepreneurship Model
The OPC
or One Person Company
concept was formally introduced during the 2025 Jiangsu Artificial Intelligence Innovation Development Conference and the first Artificial Intelligence OPC Conference held in the Suzhou Industrial Park on November 11, 2025. The model promotes a super individual
era where a single person combined with AI employees constitutes a company.
According to the Suzhou Industrial Park, the initiative aims to transition artificial intelligence from a tool for efficiency into a partner for creativity, facilitating a model where a single person + AI
can function as a unicorn company. To support this, the region is developing carrier platforms and providing element guarantees to assist entrepreneurs.
In Suzhou, the Moshu Space
within the Suzhou Artificial Intelligence Industrial Park serves as the first large model innovation ecological community in Jiangsu. This space integrates resource support, mid-test verification, scenario application, capital empowerment, talent services and an innovation ecosystem. The community has already attracted more than 620 companies, including 21 listed companies.
Strategic Industrial Priorities
Jiangsu’s action plan aligns with the national AI+
initiative, focusing on scientific advancement, industrial development, public welfare, governance, and global cooperation. The province is prioritizing several strategic emerging industries, including:
- Humanoid robots and embodied robotics
- The low-altitude economy
- Intelligent driving, including the partial implementation of L4 autonomous driving
- Biomedicine, featuring AI-assisted precision medicine
- New energy
Beyond industrial applications, the province is integrating AI into public services such as healthcare, elderly care, education, employment, transportation, and community services.
Infrastructure and Governance Directives
On April 3, 2026, Governor Liu Xiaotao presided over a quarterly work promotion meeting for artificial intelligence development to accelerate the construction of an innovation center. Liu Xiaotao identified artificial intelligence as a key variable
for future development and emphasized the need to integrate technological and industrial innovation.
The Governor’s directives focused on four primary areas of AI development:
- Application Scenarios: The establishment of industry, municipal, provincial, and comprehensive scenario libraries to promote high-value and
smart and compact
applications. - Computing Power and Data: Strengthening the precise supply of computing power and establishing standards for the classification and grading of data resources to open high-quality data sets.
- Model Development: Breaking through in multimodal and end-side large models, while developing specialized small models and vertical models for advantageous industrial areas.
- Commercialization: Supporting the development of new generation terminal products to scale the commercial application of AI.
These efforts are designed to build a cluster of AI industries by focusing on the supply chain and the ecological aspects of the AI+
expansion.
