Electricity consumers across Jammu and Kashmir will face higher power bills starting September 1, following a retail supply tariff hike approved by the Joint Electricity Regulatory Commission (JERC), according to regulatory filings. The regulatory order, designated as JERC Order No. 06 of 2026 and dated August 20, mandates an average 6.83 percent increase across consumer categories for the 2026-27 fiscal year.
New Energy and Fixed Charges for Metered Domestic Consumers
Under the revised schedule, metered domestic consumers will see adjustments across multiple consumption tiers through March 31, 2027. This marks an increase from the previous rates of Rs 2.30, Rs 4.00, and Rs 4.35 per unit across the respective tiers, translating to an upward revision of roughly 5 to 6.5 percent on energy components. Additionally, the fixed charge for metered domestic consumers has risen by 25 percent to reach Rs 10 per kW per month, compared to previous billing cycles.
Tariff Structure for Commercial, Agricultural, and Protected Categories
Commercial users will also absorb increased utility costs under the JERC directive. Vulnerable and agricultural segments retain specific protections and subsidies. Below Poverty Line (BPL) consumers using up to 30 units per month remain shielded from the rate hike, continuing to pay Rs 1.40 per unit alongside a fixed charge of Rs 5. Agricultural connections up to 20 horsepower (HP) maintain a subsidized rate of Rs 1.05 per unit, whereas agricultural connections above 20 HP will be charged at Rs 6.30 per unit.
Revenue Requirements and Government Subsidy Support
To balance regional power utility operations, the JERC approved an Aggregate Revenue Requirement of Rs 5,095.82 crore for the Jammu Power Distribution Corporation Limited (JPDCL) and Rs 5,179.90 crore for the Kashmir Power Distribution Corporation Limited (KPDCL). The Commission factored in Rs 2,420.78 crore in tariff-related subsidy support committed directly by the Jammu and Kashmir government to offset broader rate pressures. The actual financial impact on individual households and businesses will vary based on total monthly consumption volume, the specific consumer category, and the sanctioned load assigned to each connection.
