Joan Cohen Appointed Acting Commissioner as Anne Head Retires from Maine DPFR
Maine Department of Professional & Financial Regulation Leadership Change
Governor Janet Mills announced that Anne Head, Commissioner of the Maine Department of Professional & Financial Regulation (DPFR), will retire on November 30, 2024. She served as Commissioner for over 16 years, starting in 2008. Governor Mills expressed gratitude for Head’s dedication to consumer protection and commended her leadership across three administrations.
Joan Cohen, currently the Deputy Commissioner, will succeed Head. Cohen has held her deputy role since 2019 and has extensive experience in law and public policy. She previously served in the Maine House of Representatives. Cohen’s work includes reducing barriers to licensure and strengthening Maine’s workforce.
Governor Mills praised Cohen’s qualifications, stating she is well-prepared to lead the department. Cohen expressed her honor at the nomination and commitment to working collaboratively with the Legislature.
Cohen will officially be nominated in the coming weeks. The Joint Standing Committee on Health Coverage, Insurance and Financial Services will review her nomination, which requires Senate confirmation.
The DPFR’s mission is to protect Maine citizens by regulating financial institutions, the insurance industry, and various professions. The Department ensures compliance with laws, investigates violations, and responds to consumer complaints.
