The establishment of the Johor-Singapore Special Economic Zone (JS-SEZ) in 2024 marks a critically important step towards deeper economic ties between Malaysia and Singapore. However, beyond the anticipated benefits in manufacturing, finance, and digital services, lies a critical, often understated, imperative: strengthening food security. A stable food supply is not merely an economic concern; it’s a foundational pillar of social and political stability for both nations.
The Risk of Overshadowing Food Security
While food security is recognized as one of the 11 key focal sectors within the JS-SEZ, there’s a real danger it might very well be sidelined by sectors perceived as offering higher economic returns. to truly maximize the potential of the zone, the extensive blueprint must prioritize and actively promote the agrifood sector, ensuring it receives the investment and attention it deserves.
Vulnerability Despite Global Rankings
Despite achieving relatively favorable positions in the 2022 Global Food Security Index – Singapore at 28th and Malaysia at 41st – both countries remain acutely vulnerable to external shocks,particularly those stemming from climate change. Singapore’s heavy reliance on food imports (over 90% sourced from 170 countries) and Malaysia’s challenges with declining agricultural production create a precarious balance.
This vulnerability was starkly illustrated in 2022 when Malaysia’s temporary ban on chicken exports exposed Singapore’s dependence on regional supply chains, forcing a scramble for alternative sources like Indonesia. This incident highlighted the need for diversified and resilient food sources.
Singapore’s “30by30” and the Path Forward
Singapore’s enterprising “30by30” goal – to produce 30% of its nutritional needs locally by 2030 – faces significant hurdles. Progress has been slower than anticipated, underscoring the complexities of scaling up domestic food production in a land-scarce environment. The JS-SEZ offers a unique opportunity to accelerate this progress through collaborative research,technology transfer,and innovative farming solutions.
