Prosperous Launch of Pakistan’s First Listed Short-Term Retail Sukuk
K-Electric (KE) has concluded its Initial Public Offering (IPO) for a short-term sukuk, successfully raising the targeted Rs2 billion (approximately $6.5 million USD as of September 5, 2025). The offering garnered significant investor interest, with applications totaling over Rs4.4 billion, representing a 2.2x oversubscription.
The IPO,which closed on Wednesday,September 4,2025,saw robust participation from both institutional and individual investors,including over 600 individual applicants. These funds will be allocated to support KE’s operational expenses and bolster its working capital.
Expanding Islamic Finance and Financial Inclusion
KE highlighted the IPO as a pivotal moment in promoting Islamic finance accessibility for individual investors in Pakistan. The company stated that this initiative broadens investment opportunities, strengthens financial inclusion, and directs domestic savings toward productive assets, ultimately enhancing the resilience of Pakistan’s capital markets.
The offering period began on August 4, 2025, initially prioritizing individual investors, including KE’s residential and commercial customers. From August 18, 2025, the IPO was opened to all investor categories, including asset management companies. Prior to the public offering, a pre-IPO placement of Rs1 billion was designated for KE’s industrial and large commercial consumers, as well as high-net-worth individuals.
Innovative Utility-Linked Structure
A key feature of this sukuk was its unique structure, linking it to KE’s utility services. Residential and commercial consumers of KE were given the option to offset their monthly profit payouts against their electricity bills, aiming to increase financial participation and provide added convenience.
