The KoHFA project is a planned seafood processing zone designed to enhance Pakistan’s seafood export capabilities. It will include facilities for filleting, marinated products, breaded seafood, and convenience foods tailored for export markets. Karachi Port Trust is a key stakeholder in the broader development of port infrastructure supporting this initiative.
Details released in January 2026 indicate potential partnership models including joint development and operations between KoHFA and private sector seafood exporters or manufacturers. The project aims to serve markets in the Gulf,East Africa, and Asia.
As of January 11, 2026, no further developments beyond the initial announcement have been publicly confirmed by kohfa or the Ministry of maritime Affairs.
Potential Economic Impact
The project is expected to significantly increase Pakistan’s seafood export revenue. In fiscal year 2023, Pakistan’s seafood exports totaled $367 million, according to the Trade Development Authority of pakistan (TDAP). The new facility aims to substantially increase this figure by providing the infrastructure needed to meet international quality standards and access premium markets.
The initiative is projected to create employment opportunities in the seafood processing sector and related industries. Specific job creation numbers have not yet been released.
Alignment with National Policies
The KoHFA project directly supports Pakistan’s National Blue Economy policy and Vision 2030. The National Blue Economy Policy, approved in 2017, focuses on sustainable use of marine resources for economic growth. The Ministry of Foreign Affairs provides details on the policy’s objectives.
The project’s location leverages existing infrastructure and connectivity, including proximity to Karachi Port, Port Qasim, the Korangi Industrial Area, and regional shipping routes. This strategic positioning is intended to reduce transportation costs and improve efficiency.
Karachi Port and Port Qasim Infrastructure
Karachi port and Port Qasim are critical components of Pakistan’s maritime infrastructure. Port Qasim Authority manages the second largest port in Pakistan, handling a significant volume of cargo, including seafood exports. The KoHFA project is designed to integrate seamlessly with these existing facilities.
In 2022, port Qasim handled 36.1 million tons of cargo, according to the port Qasim authority’s 2022 Annual Report. The increased seafood processing capacity is expected to contribute to further growth in cargo volume.
