Korea-Canada Deepen Ties: Defense, Trade & Indo-Pacific Strategy

Ottawa, Canada – Canada and South Korea have significantly deepened their security and economic ties with the signing of a new defence agreement and renewed commitments to strategic partnership, signaling a concerted effort to bolster collaboration amidst growing geopolitical uncertainty. The agreements, formalized during a February 25th meeting in Ottawa, come roughly a month after Canadian Prime Minister Mark Carney advocated for increased cooperation among middle powers in the face of economic coercion from larger nations.

The core of the newly signed agreement focuses on the exchange and protection of classified military and defence information. Negotiations concluded in October, and the deal establishes a legal framework intended to improve collaboration across a range of areas, including defence procurement, industrial security, and joint research initiatives. This agreement builds upon the existing Canada-Korea Free Trade Agreement, which came into force in 2015, representing Canada’s first bilateral free trade agreement in the Indo-Pacific region.

Strengthening Defence and Security Cooperation

The timing of the agreement is particularly noteworthy, coinciding with Prime Minister Carney’s recent call for middle powers to unite. The defence agreement is expected to facilitate closer military cooperation between the two nations, though specific details regarding joint exercises or deployments were not immediately disclosed. Both countries also agreed to begin negotiations on a broader defence cooperation agreement, outlining a legal framework for collaborative military operations. This move underscores a shared commitment to regional stability and a willingness to address emerging security challenges.

During the meeting, South Korean Foreign Minister Cho Hyun actively promoted the capabilities of South Korea’s submarine industry, highlighting its performance and timely delivery record. He suggested that Canadian participation in South Korea’s submarine program could significantly contribute to Canada’s economic revitalization and job creation. Canadian Foreign Affairs Minister Anita Anand acknowledged the proposal, stating that any potential Korean bid would be thoroughly evaluated according to established procedures, and expressed interest in exploring various collaborative opportunities.

Economic Partnership and Supply Chain Resilience

Beyond defence, the discussions centered on strengthening the “Canada-Korea Comprehensive Strategic Partnership” and updating the existing “Canada-Korea Comprehensive Strategic Partnership Action Plan.” Both nations recognize their complementary economic structures and the potential for enhanced cooperation in navigating global supply chain disruptions. They agreed to prioritize expanding bilateral trade and investment, with a particular focus on critical minerals and energy resources. This aligns with a broader global trend of nations seeking to diversify supply chains and reduce reliance on single sources.

The ministers emphasized the importance of adhering to a rules-based trading system and jointly addressing supply chain vulnerabilities. This shared commitment positions Canada and South Korea as potential partners in building economic security, and resilience. Discussions also extended to the possibility of fostering a free trade alliance among middle-sized economies, potentially through participation in the Comprehensive and Progressive Agreement for Trans-Pacific Partnership (CPTPP). This reflects a growing desire among these nations to shape the global economic landscape and promote open trade.

Geopolitical Alignment and Regional Stability

The meetings also addressed regional security concerns, particularly regarding the Korean Peninsula. South Korean Foreign Minister Cho Hyun reiterated his country’s commitment to achieving the complete denuclearization of North Korea through a phased approach – a “halt-reduction-abandonment” strategy. Minister Anand affirmed Canada’s support for the South Korean government’s efforts to de-escalate tensions and foster peace in the region, emphasizing the importance of continued dialogue and collaboration to maintain regional stability.

Both ministers acknowledged the need for increased connectivity among middle powers in the face of current geopolitical uncertainties. This sentiment underscores a broader shift in international relations, where nations are increasingly seeking to diversify their partnerships and reduce dependence on traditional power structures. The discussions highlighted a shared understanding that middle powers have a crucial role to play in shaping a more stable and equitable global order.

Minister Cho Hyun extended an invitation to Minister Anand to visit South Korea later this year, which she accepted, with details to be finalized. This reciprocal engagement signals a continued commitment to strengthening the bilateral relationship and fostering deeper cooperation across a range of strategic priorities. The agreements reached in Ottawa represent a significant step forward in solidifying the Canada-South Korea partnership and positioning both nations to navigate the evolving challenges of the 21st century.

Canada’s Indo-Pacific Strategy, launched in 2022, outlines five strategic objectives – security, trade, sustainability, regional engagement – and provides a framework for these deepening ties. The defence agreement and renewed economic commitments are demonstrably aligned with the broader goals of this strategy, signaling a long-term commitment to engagement in the Indo-Pacific region.
