KPAI Finalizing Child Nurturing Guidelines for New ‘People’s Schools‘ to Combat Bullying and Support Vulnerable Students

Indonesia is prioritizing child protection and well-being with the upcoming launch of “People’s Schools,” a nationwide initiative providing free boarding education for students from poor and extremely poor families. The Indonesian Child Protection Commission (KPAI) is finalizing comprehensive child nurturing guidelines to ensure these schools are safe, supportive environments minimizing violence and fostering positive character development.
Addressing Concerns and Prioritizing Safety in Boarding Schools
The development of these guidelines comes in response to concerns regarding potential conflicts, including bullying, within boarding school settings. KPAI Chairperson Ai Maryati Solihah emphasized the importance of proactive measures to safeguard students,notably given the close peer interactions inherent in a boarding surroundings.
“One of the key areas we are working on is child nurturing, wich is currently being finalized and will be included in the official guidelines,” Solihah stated following a dialog with children in Jakarta.The “People’s Schools” programme,initiated by President Prabowo Subianto,aims to break the cycle of poverty by providing access to quality education for children who might or else be excluded. Recognizing the unique vulnerabilities of these students, the KPAI is embedding child protection directly into the care system implemented at each school.
‘People’s Schools’: A Family-Like Environment Focused on Character Education
the core philosophy of the “People’s Schools” is to create a family-like atmosphere where students can thrive. Character education, with a strong emphasis on mutual respect, will be a central component of daily life. This approach is designed to preemptively address potential conflicts and cultivate a culture of empathy and understanding.
“Children at People’s School will live together like a family,” Solihah explained. “that’s why we’ve included elements of child protection in the care system implemented at these schools.”
The KPAI is collaborating with the Ministry of Social Affairs to officially launch the child nurturing module later this month. This partnership underscores the government’s commitment to providing a holistic and protective educational experience.
Pilot Program and National Rollout
A two-day pilot simulation of a People’s School was held from july 9-10, 2025, allowing students to experience a 24-hour stay in the dormitories. this trial run provided valuable insights and helped refine the operational procedures before the official opening.
This year marks the initial phase of the program, with 100 pilot People’s School locations set to open across indonesia in stages. Sixty-three locations will welcome students on July 14th, with the remaining 37 scheduled to begin operations by the end of the month.
These schools will cater to students across all levels of education – elementary, junior high, and high school – offering a comprehensive educational pathway for children from disadvantaged backgrounds.Minister of Social Affairs, Saifullah Yusuf, observed the pilot simulation, demonstrating the government’s active involvement in the program’s successful implementation.
The People’s School initiative represents a significant investment in Indonesia’s future, aiming not only to improve educational outcomes but also to empower vulnerable children and break the cycle of poverty. By prioritizing child protection and fostering a nurturing environment, these schools are poised to become beacons of hope and possibility for generations to come.
