Kuen Fat, a popular two-dish rice chain, has faced complaints from neighboring tenants after images circulated online showing large quantities of frozen meat being stored in a shared corridor outside its industrial unit in Kwun Tong.

The storage of the meat in the common area reportedly led to foul odors, prompting dissatisfaction among other businesses operating within the same industrial facility. In response to the complaints, the owner of Kuen Fat visited the site to engage in discussions and resolve the issue with the affected tenants.

While the Kuen Fat incident involves the storage of meat in shared corridors, the Food and Environmental Hygiene Department (FEHD) has maintained a rigorous enforcement campaign against the deceptive sale of meat within the Kwun Tong District.

The FEHD specifically targets the practice of selling chilled or frozen meat disguised as fresh meat, which the department states poses food safety risks and creates unfair competition for compliant businesses.

In a series of operations in Kwun Tong, the FEHD has taken the following enforcement actions against licensed fresh provision shops (FPS):

  • On June 25, 2025, officers raided a licensed FPS on Hip Wo Street. During the operation, approximately 500 kilograms of suspected frozen beef were seized and destroyed, while another 105 kilograms of prepackaged frozen beef were sealed for further investigation. The FEHD initiated the cancellation of the shop’s license and prosecuted the licensee for the dirty condition of the premises.
  • On December 10, 2024, a raid on a licensed FPS on Shui Wo Street resulted in the seizure and destruction of approximately 225 kilograms of suspected frozen beef and 90 kilograms of suspected frozen mutton. 148 kilograms of prepackaged frozen beef were sealed for investigation. The FEHD proceeded with the cancellation of that license as well.

During these raids, the FEHD also collected beef samples to detect the presence of preservatives and issued verbal warnings to operators who failed to provide delivery notes for inspection.

Legal Consequences for Meat Mislabeling

The FEHD has emphasized that the unauthorized sale of chilled or frozen meat is a criminal offense. According to the department, anyone found selling such meat without permission is liable to a maximum fine of $50,000 and six months’ imprisonment upon conviction.

The selling of chilled or frozen meat disguised as fresh meat not only breaches the licensing conditions but also poses food hazards. Such operations are also unfair to other compliant businesses.

The department continues to conduct regular inspections of licensed fresh provision shops and market meat stalls to ensure compliance with food safety and licensing regulations.
