in 2023, the average gross monthly income declared by Portuguese taxpayers was €1,155 after personal income tax deductions. This places Portugal behind Latvia in income rankings, wiht Luxembourg and Denmark leading the way as nations with the highest incomes.
Meaningful regional disparities exist within Portugal. The Lisbon metropolitan area reported the highest average monthly income at €1,375, while the Tâmega e Sousa region recorded the lowest at €883.
At the municipal level, Oeiras stood out with the highest average income, reaching €1,637 per month.
Poverty Rates and At-Risk Groups
Despite overall income levels, Portugal saw a slight decrease in the at-risk-of-poverty rate, falling from 17% in 2022 to 16.6% in 2023.This translates to approximately 1.8 million people living in families with a monthly income below €632 per adult.
However, certain demographics face disproportionately higher poverty risks. Data indicates a concerning rise in poverty among seniors, increasing from 17.1% in 2022 to 21.1% in 2023. This means roughly one in five seniors either lives alone with a gross income under €632 or resides in a household experiencing poverty.
Vulnerable Populations
Single-parent families with children remain the most vulnerable group in Portugal. Individuals living alone also experienced a significant increase in their at-risk-of-poverty rate, climbing nearly four percentage points from 24.9% in 2022 to 28.6% in 2023.
Unemployment continues to be a strong predictor of poverty, with 44% of unemployed individuals living in households below the poverty threshold. Retirees also saw a notable increase in poverty risk, rising from 15.4% in 2022 to 19.6% in 2023.
