Latvian members of parliament have called for the Rail Baltica project to be redesigned, citing concerns over cost, route efficiency and environmental impact, according to a report by Estonian public broadcaster ERR on April 19, 2026.
The MPs argue that the current alignment of the Rail Baltica railway, which aims to connect the Baltic states with Poland and the broader European rail network, does not adequately serve key economic centers in Latvia and risks becoming a financial burden without sufficient passenger or freight demand.
Specific concerns raised by Latvian lawmakers include the proposed route’s detour through less populated areas, which they say reduces potential ridership and undermines the project’s economic justification. They also questioned whether the current design sufficiently integrates with existing national rail infrastructure and urban transit systems in cities like Riga, Daugavpils, and Liepāja.
The call for a redesign comes amid broader regional discussions about the future of Rail Baltica. Just days earlier, Estonian Prime Minister Kristen Michal affirmed that the project remains on track for completion by 2030, emphasizing its strategic importance for regional connectivity and NATO mobility. Meanwhile, Lithuanian officials celebrated the symbolic groundbreaking of a section of the line in Kaunas, describing it as the beginning of high-speed rail connectivity in Eastern Europe.
Despite these national commitments, Latvian MPs contend that proceeding with the current plan without reassessment could lead to cost overruns and underutilization. They urged the Latvian government and the international consortium overseeing the project to pause and reevaluate the alignment, particularly in southeastern Latvia, where alternative routes might better serve industrial zones and border crossings.
Rail Baltica, a flagship infrastructure initiative of the European Union, is designed to standardize rail gauges across the Baltic states and enable seamless travel from Tallinn to Warsaw, with potential extensions to Helsinki and Berlin. The project has faced repeated delays and budget increases since its inception, with current estimates placing the total cost at over €5.8 billion.
The current route does not reflect Latvia’s economic geography. We risk building a railway that serves maps better than it serves people and industry.

Officials from the Rail Baltica global project office have not yet responded publicly to the Latvian MPs’ call for redesign. However, project documentation previously emphasized that route selections were based on multi-year studies balancing environmental impact, land acquisition, engineering feasibility, and international connectivity requirements.
As of April 2026, construction is underway in all three Baltic states, with major works concentrated in Lithuania and sections of enabling works progressing in Estonia and Latvia. The project remains subject to ongoing EU funding oversight and biannual progress reviews by the European Commission.
