Laurent Saint-Cyr: Haiti’s Role at the UN & New York Presence
Haiti’s Transition Leader Seeks UN Support for Gang Dissolution
New york – Laurent Saint-cyr, president of Haiti’s Presidential Transition Council (CPT), arrived in New York City on Saturday, September 20, 2024, to participate in the 80th session of the United Nations General Assembly. his visit centers on a critical push for international assistance in dismantling Haiti’s powerful adn destabilizing gangs.
The core of Saint-Cyr’s agenda revolves around a proposed transformation of the existing multinational Security Support (MSS) mission. Currently focused on bolstering Haitian police capacity, the CPT is advocating for a mandate shift – empowering the mission to actively dismantle gangs and restore order. this request is formalized in a resolution currently before the UN Security Council, with the United States taking the lead in championing the change.
The Security Council Debate: A Shift in Strategy
A key Security Council meeting convened on Monday, september 22, 2024, to deliberate on the proposed resolution. The shift from supporting Haitian police to directly targeting gangs represents a significant escalation in international involvement. The United States’ backing is crucial, as Washington has been a key player in coordinating international efforts to address the crisis.
The current MSS mission, authorized in October 2023, was intended to provide immediate and effective support
to the Haitian National Police. However, the escalating violence and the CPT’s assessment of the situation have prompted a reevaluation of the strategy. The CPT argues that a more proactive, offensive approach is necessary to break the gangs’ grip on the country.
Haiti’s Crisis: A Deepening Humanitarian Disaster
Haiti has been plunged into a profound crisis marked by escalating gang violence, political instability, and a deteriorating humanitarian situation. Gangs control significant portions of the capital, Port-au-Prince, and other areas, perpetrating widespread violence, including kidnappings, sexual assault, and killings. This has led to mass displacement, food insecurity, and a breakdown of essential services.

The CPT, established in February 2024, is tasked with leading Haiti towards free and fair elections. Though, the pervasive violence and lack of security pose a major obstacle to this goal. The success of the transition hinges on restoring stability and creating an environment conducive to democratic participation.
