“Expenses covered by the expense allowance cannot and should not be claimed from the budget allocated for research and support expenses,” the government agency clarified.

The CMQ also concluded that Laval’s regulations governing research and support expenses contain “weaknesses” and are overly permissive due to a lack of detail.

“There is room for interpretation, and many legitimate questions can be raised,” the commission noted.

The CMQ also recommended stricter guidelines for purchasing computer equipment. Galati had spent $16,000 on Apple products, including a macbook Pro, iMac, and Apple Watch.While these purchases complied with existing regulations, the CMQ pointed out that the city already possesses sufficient computer equipment.

“We believe that sound management of public funds requires prioritizing assets already owned by the city,” the report stated, recommending this obligation be included in the regulations.
