Plans for an expansion of commercial operations at the Lenzburg Prison in the canton of Aargau, Switzerland, have been rejected by the Grand Council, requiring the government to revise and resubmit the project. The decision, made on July 2, 2024, centers on concerns over the proposed CHF 11.8 million cost. The original proposal included the construction of a new bakery and an expansion of the existing yogurt factory within the prison grounds.

Cost Concerns Drive Rejection

The Grand Council rejected the Government Council’s proposal by a vote of 106 to 23. While the cantonal government acknowledged the need for improvements to the yogurt factory and bakery, parliament deemed the CHF 11.8 million price tag excessive. Several political factions, including the SVP, FDP, and GLP, argued that the anticipated creation of ten additional jobs did not justify the level of investment. Even the SP, while expressing reluctance, ultimately supported the rejection, stating they did so “with a heavy heart.”

The Greens and EVP opposed the rejection, emphasizing the urgent need for facility upgrades. They cautioned that a revised project would likely not be cheaper, given existing conditions. The government council conceded the point regarding costs, with Councillor Dieter Egli (SP) acknowledging that commercial operations within a prison setting inherently carry higher expenses than those in the private sector. However, he also pointed out that revenue generated from the sale of products contributes to offsetting these costs.

Prison Expansion and Modernization

The rejection of the commercial expansion plan follows a recent period of significant investment in the Lenzburg prison complex. Between 2015 and 2017, Steiner, a construction firm, completed an extension to the central prison, increasing capacity by 60 inmates. This expansion was designed to allow for the potential addition of another 60-cell annex in the future, bringing the total prison capacity to approximately 150 places. The project was subject to extremely high security requirements to prevent escapes and unauthorized access.

Switzerland opened its most modern prison building in Lenzburg, canton Aargau, featuring 95 cells designed according to contemporary penological principles. This new central prison for men represents a significant upgrade to the country’s correctional infrastructure.

Historical Context of the Lenzburg Facilities

The Lenzburg penal establishments, known in German as Justizvollzugsanstalt Lenzburg, comprise a complex of correctional facilities. The original detention facility dates back to 1864, while the central prison was commissioned in 2011. The facilities currently encompass all activities related to the enforcement of custodial sentences in the canton of Aargau.

Second Attempt for Yogurt and Bakery Expansion

This rejection marks the second attempt to secure funding for a larger yogurt factory and bakery within the Lenzburg prison. The project is now slated for revision and resubmission to the Grand Council. The need for upgrades to these facilities stems from their current dilapidated state, as highlighted by representatives from the Green party. Despite acknowledging the project’s merits, the government council has accepted the need to address cost concerns before seeking parliamentary approval again.

The future of the commercial operations expansion at Lenzburg Prison remains uncertain, contingent on the government’s ability to present a revised proposal that addresses the financial concerns raised by the Grand Council.
