On September 18, a seminar for provincial leaders to study and implement Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era and the spirit of the Third Plenary Session of the 20th CPC Central Committee was held in Kunming. Wang Ning, secretary of the provincial party committee, made a mobilization speech and theme report at the opening ceremony, emphasizing the need to thoroughly study and implement Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, comprehensively study, grasp and implement the spirit of the Third Plenary Session of the 20th CPC Central Committee, and promote the practice of Chinese-style modernization in Yunnan with the thinking, spirit and methods of reform.
In his keynote speech, Wang Ning mentioned four typical cases, which have innovated paths in the practice of comprehensively deepening reform in Yunnan and are worthy of learning by leading cadres across the province:

On July 27, Yunnan Province held its first “Directors of Departments and Bureaus Sitting for Patients and Receiving Complaints” activity at the Provincial Government Service Center, and on August 22, Yunnan Province held its second “Directors of Departments and Bureaus Sitting for Patients and Receiving Complaints” activity as scheduled. This is a major innovative measure for Yunnan to optimize the business environment and improve the quality and efficiency of government services.
At present, Yunnan is in a critical period of three years of upgrading, and there are pains in the transformation of new and old kinetic energy. This is an objective challenge that must be faced in development and transformation, and a historical stage that must be crossed. Based on the present, we must focus on projects, help enterprises, and cultivate industries.
The core of “department and bureau directors sitting in clinics to receive complaints” lies in “immersive consultation” and “targeted solutions”. In response to the demands of enterprises, we receive them like a doctor, and by responding to one demand, we promote the resolution of a category or a batch of problems.
“Receiving consultations” is a means, and the key lies in “effectiveness”. The ultimate goal of “directors of departments and bureaus sitting in consultations and receiving complaints” is to help enterprises solve development difficulties and optimize the business environment.
Two events have been held so far. In the first “reception” session, 32 requests from 29 companies were accepted, and 23 requests from 20 companies were handled on-site.
For provincial-level “consultation” units, except for those handled on-site, other requests will be handled within the time limit of “5+15” or “5+20”.

Every year, 4 million farmers from Yunnan go out of the province to work. They seem to make money, but at the same time they bring a series of problems.
In recent years, Nujiang Prefecture has cooperated with Zhuhai Neng Neng Trading Development Co., Ltd. to build baseball processing and employment assistance workshops in poverty alleviation resettlement communities. Through the “Nujiang processing, Zhuhai sales” approach, it provides jobs for the relocated people, allowing them to increase their income through employment at their doorstep.

Since 2020, a company in Zhuhai has built 9 baseball processing workshops in Nujiang Prefecture, providing jobs to more than 1,000 people at their doorsteps. In these “poverty alleviation workshops”, workers can earn between 60 yuan and 200 yuan a day by sewing baseballs, and skilled workers can earn more than 3,000 yuan a month. People can earn money and take care of their families at their doorsteps. In the next step, the company will add more product processing workshops.
In the workshop of Weixin Qihang Garment Co., Ltd. in Zhaxi Town, Weixin County, Zhaotong City, workers strictly and skillfully carry out each process, and one exquisite garment after another is made under their hands. Most of these workers are local residents of Zhaxi Town, Weixin County, and they choose to work here for the same reason – to earn money and take care of their families.

No one who can work will be unemployed, no one who wants to work will be unemployed, and no one who dares to start a business will be closed down. In recent years, Zhaotong has worked hard to create a good environment and development platform, based on the high-quality and full employment and entrepreneurship needs of the masses, focusing on both the outside and the inside, and simultaneously promoting the “three industries” of going out to work, returning to hometown to start a business, and nearby employment, and fully implementing the entrepreneurship and employment support policies. The flood prevention “1262” early warning response mechanism is an innovative measure in our province’s flood prevention and disaster relief. It aims to improve the ability to prevent and respond to meteorological disasters such as heavy rains and severe convective weather through the linkage of refined weather forecasts and timely and effective emergency responses, and has played an important role in protecting the lives of the people.
The “1262” mechanism includes two levels: forecasting, warning and prevention systems:
On July 3, the General Office of the Provincial Party Committee and the General Office of the Provincial Government issued a notice to commend four typical cases, including the evacuation of flash flood disasters in Daliandi Street, Lushui City, Nujiang Prefecture.
In the four cases, relevant staff at all levels and departments strictly implemented the flood prevention “1262” early warning response mechanism, took strong and effective measures, and the people were evacuated quickly and in time, effectively avoiding casualties.
Data shows that as of August 6 this year, flood control headquarters at all levels in Yunnan launched flood emergency responses 164 times, issued 34,000 “1262” refined forecasts and 3,344 water situation forecasts and warnings, conducted point-to-point inspections of prefectures, cities, counties, districts, and townships 3,908 times, organized 146,000 cadres to go to the grassroots, and organized the evacuation of 34,000 people. No deaths or disappearances were caused by floods in the province.
Yunnan has complex topography, numerous rivers, distinct three-dimensional climate, distinct dry and wet seasons, and uneven spatial and temporal distribution of precipitation, which results in frequent floods and droughts, as well as the characteristics of rapid transitions from drought to flood and the coexistence of drought and flood. In order to promptly resolve the problems of difficult monitoring, limited early warning communication, and poor operation of emergency mechanisms, Yunnan has drawn on the experience of coastal areas, especially Fujian Province, in preventing typhoons, and established a “1262” early warning response mechanism for flood control, achieving remarkable results in the process of disaster prevention and mitigation.
