Letsie Accused of Bias and Intimidation Over R100m Disclosure

Tebogo Letsie, a member of the Portfolio Committee on Higher Education in South Africa, faces accusations of bias and intimidation following a protected disclosure involving R100 million. According to reporting by the Sowetan, the allegations center on the handling of whistleblowing information related to the Construction Education and Training Authority (Ceta).

The dispute involves Tumiso Mphuthi, who provided a protected disclosure regarding the alleged misappropriation of R100 million. Mphuthi claims that Letsie used his position on the parliamentary committee to intimidate him and obstruct the disclosure process rather than facilitating an investigation into the funds.

The Construction Education and Training Authority (Ceta) is a Sector Education and Training Authority (SETA) responsible for managing skills development and funding within the South African construction industry. The R100 million in question is tied to allegations of financial irregularities within the organization.

Mphuthi alleges that the conduct of the parliamentary representative constitutes a breach of ethics. The accusations suggest that instead of upholding the mandate of the Portfolio Committee on Higher Education to oversee public entities, Letsie acted to protect interests associated with the disputed funds.

Under South African law, the Protected Disclosures Act is designed to protect employees and whistleblowers from “occupational detriment” when reporting corruption or misconduct in the public sector.
