Lidl has commenced construction of its first-ever pub in Northern Ireland, a strategic development designed to bypass the region’s restrictive alcohol licensing laws. The new premises will be located in Dundonald, an eastern suburb of Belfast, adjacent to one of the company’s existing stores.

The decision to build a public house stems from the supermarket’s inability to secure a standard off-sales licence for its Dundonald shop. Under Northern Ireland’s current licensing regime, supermarkets must typically acquire a licence that has been surrendered by another business, such as a closing pub, before they can sell alcohol.

By establishing a pub, Lidl gains the legal right to operate an associated off-sales section. This allows the retailer to offer its full range of beer, wine, and spirits to customers in a locality where it had previously been unable to do so.

Legal Challenges and High Court Ruling

The project faced significant legal opposition from rival drinks traders who challenged the plan in court. These competitors argued that Lidl was attempting to use an unlawful loophole to operate an off-licence and claimed the proposed premises were unsuitable and unlikely to attract sufficient customers.

In January 2025, Mr Justice Colton dismissed the High Court challenge. The judge noted that while the concept of a licensed premises attached to a supermarket was a new development, the law did not prevent the innovation and development of new ways to run licensed premises.

Facility Specifications and Product Offering

The pub will be situated in separate premises next door to the store rather than operating within the supermarket itself. The facility is designed with a floor space of 60 square meters (approximately 646 square feet) and will have a seating capacity for up to 60 customers.

Lidl intends to serve selected lines from its beer, wine, and spirit range at the venue, with a stated focus on promoting local suppliers. The associated liquor store will also offer the retailer’s range of ciders, liqueurs, wines, beers, and spirits.

Market Context and Regional Demand

Gordon Cruikshanks, the managing director for Lidl Northern Ireland, stated that the company has been part of the Dundonald community for more than 20 years. He noted that residents and shoppers in the area have been unable to access the company’s full product range during that time.

Cruikshanks attributed the need for the development to a significant population increase in Dundonald, which has grown by more than 20% in recent years, thereby increasing the demand for a local public house.

The project is the result of a planning process that spanned six years. Following the start of construction, the pub is expected to open during the summer of 2026.
