On March 24, 2021, Italy was in the midst of its COVID-19 vaccination campaign, and Liguria faced a shortage of doses. Maurizio Caviglia, Secretary general of the Genoa chamber of Commerce, contacted Cozzani to discuss vaccine doses and deliveries, complaining about the lack of supply. Unbeknownst to them, their conversation was being intercepted.
