In Lille, France, residents are stepping in to shelter unaccompanied minor migrants during their summer vacations after institutions failed to provide legal housing. According to France Télévisions reporting, about 20 households in the northern city have opened their homes to put up 54 young exiles over the summer months.

Apartment Sharing Offers Brief Relief From Camp Life

For Ismaël, who arrived from Côte d’Ivoire, and 15-year-old Ousmane, who left Guinea, vacant apartments loaned by traveling homeowners provide a temporary sanctuary. Before moving into a central Lille flat this summer, the two adolescents spent several days in an informal youth migrant camp, according to France Télévisions.

The apartment is better because you can wash however you want and eat however you want, Ousmane told France Télévisions. Ismaël noted that while the arrangement does not erase their past, it removes stress and allows them to sleep well.

How the Utopia56 Hosting Network Operates

The temporary housing is organized through the association Utopia56. Participating residents, such as a local couple named Victor and Leslie hosting for the fourth time in three years, leave instructions for their young guests and remain reachable through a shared messaging app with association coordinators, as reported by France Télévisions.

Victor and Leslie told France Télévisions that they view hosting as normal and humanistic given that these young people currently sleep under tents. When the couple returns from vacation, Ismaël and Ousmane will return to the informal camp near the Deûle river, where about 20 young people live.

Legal Procedures Leave Youth Without Support

All of the hosted teenagers are engaged in legal appeals to have their status as unaccompanied minors officially recognized. Upon arriving in France, young exiles undergo an administrative evaluation by the department, and errors or refusals force them into lengthy appeal processes that strip them of statutory housing and legal aid.

Laura, an Utopia56 coordinator, told France Télévisions that initial rejections push the youths into tents. Without intervention from public authorities, the association expects the camp population along the Deûle to swell to between 60 and 70 minors by the end of the month.

High Success Rate for Legal Appeals

Data from Utopia56 indicates that 80 percent of these young exiles ultimately win their appeals and gain recognition as unaccompanied minors. Once a children’s judge validates that status, the department faces a legal obligation under the February 7, 2022 law on child protection to provide care through child social services, according to France Télévisions.

Until those decisions are handed down—a process taking several months—Ismaël, Ousmane, and other teenagers in the Deûle camp rely entirely on private citizen solidarity to find shelter for a few nights.
