LTO-6’s “Stop, Plate and Go” Campaign Tackles Massive Motorcycle Plate Backlog in Western Visayas

Iloilo City, Philippines – The Land transportation Office in Western Visayas (LTO-6) is taking a proactive, street-level approach to address a critically important backlog of unclaimed motorcycle plates, impacting over 300,000 vehicle owners as 2014. The initiative, dubbed “Oplan: Stop, Plate and Go,” aims to directly connect with motorists and expedite the distribution process.
Addressing a Long-Standing Issue
for years, motorcycle owners in Region 6 have faced delays in receiving their official plates, despite plates for registrations dating back to 2014 through 2022 already being printed. The core problem isn’t production, but distribution. LTO-6 Assistant Regional Director Jeck Conlu explained, “While all motorcycle plates registered from 2014 until 2022 have been printed, the huge challenge is in the distribution.”
This backlog has caused inconvenience for riders and raised concerns about compliance with traffic regulations. Without official plates, motorists risk being flagged down and potentially facing penalties. LTO-6 recognizes this frustration and is resolute to resolve the issue swiftly.

The campaign, launched at Jaro plaza in Iloilo City on Tuesday, August 5, 2025, takes a unique approach. Instead of waiting for owners to visit district offices, LTO-6 personnel are actively seeking out motorists.
“We flagged down motorists, not for violations, but to hand in their plates,” Conlu stated. Teams from LTO-6 and the Regional Law Enforcement section 6 (RLES) were equipped with 80 plates ready for immediate distribution, focusing on high-traffic areas.
Beyond direct hand-offs, the campaign also provides on-the-spot assistance. LTO-6 staff are helping riders track their pending orders using the agency’s digital system, streamlining the process and offering real-time updates. This proactive assistance is a key component of the initiative.
Expanding Distribution Efforts
The “Stop, Plate and Go” campaign is just one facet of LTO-6’s broader strategy. The agency has been diligently distributing plates from its 21 district offices for nearly two months. Recognizing the need to reach more people, LTO-6 plans to extend its efforts directly into communities.
“Patrol units — each stocked with ready-to-issue plates — will continue to furnish riders on the spot and assist in tracking unissued plates via the LTO’s digital system,” Conlu confirmed. This mobile distribution model will bring the service directly to the people, eliminating the need for lengthy trips to LTO offices.
Progress and Presidential Directive
To date, LTO-6 has successfully released 28,000 plates, marking significant progress in clearing the backlog. This initiative is directly aligned with the directive of President Ferdinand R. Marcos Jr. to eliminate the backlog of unclaimed plates nationwide.
