South Africa Delays Release of Forensic Report on Hospital Oxygen Plant Tender

Public Works & Infrastructure Minister Dean Macpherson announced the SA Construction Action Plan on October 30, 2024, to address systemic failures in public infrastructure delivery and improve accountability. Simultaneously,a dispute has arisen over the release of a forensic report concerning a tender awarded by the Independent Advancement Trust (IDT) for a hospital oxygen plant. The portfolio committee on public works, on Wednesday, october 23, 2024, blocked officials from presenting a summary of the report.
Committee Demands Full Report, Citing Transparency
Carol Phiri, chair of the portfolio committee on public works, invoked Rule 138 of the National Assembly rules to compel the disclosure of the complete PwC forensic report. Rule 138 empowers committees to demand document submission. The National Assembly rules are publicly available on the Parliament of south Africa website. Phiri insisted the committee recieve the full report by Friday, October 25, 2024.
Minister Macpherson Cites Ongoing Investigations
Macpherson defended the decision to withhold the full report, citing ongoing disciplinary hearings and criminal investigations involving health department officials. He argued that releasing potentially sensitive evidence prematurely could jeopardize these proceedings. He specifically noted the suspension of IDT CEO Tebogo malaka.
“You can’t just put big pieces of evidence into the public until those matters have concluded,” macpherson stated.
The SA Construction Action Plan: Six Key Reforms
The SA Construction Action Plan, unveiled by Macpherson, introduces six procedural reforms designed to address the issues identified in the Auditor-General’s report. These reforms aim to improve project delivery and accountability across all levels of government.
