A French-British mission is slated to visit Ukraine in the coming days to prepare for the future organization of the Ukrainian army
and discuss the potential deployment of allied forces following a peace agreement, according to French President Emmanuel Macron.
Speaking after a summit in Paris with nations supporting Ukraine, Macron announced plans to expedite the disbursement of European Union loans to Kyiv, a move agreed upon by the Group of Seven. He stated that Ukraine’s allies were unanimous
in their support. Macron added that he and British Prime Minister Kir Starmer would lead the coalition’s efforts.
Macron also mentioned the possibility of guaranteeing forces
from various countries being stationed in Ukraine at a later stage.
The French president clarified that these troops do not aim to be peaceful forces, to be located along the line of contact, or to replace Ukrainian troops.
He noted that any such deployment would involve forces from a limited number of coalition member states, given the lack of full agreement among all parties.
Starmer: European Allies ready to Act on Ukraine Peace Agreement
British Prime Minister Kir Starmer stated that European allies are prepared to implement any peace agreement reached with Ukraine. Reuters reported.
we will be ready to put into a peace agreement when its appearance is clarified and work together to guarantee the security of Ukraine so that it can be defended and deter (attacks) in the future,
Starmer said at a press conference in Paris following a meeting with Ukrainian President Volodimir Zelenski and other leaders.
Starmer emphasized his desire for a swift resolution, hoping for a peace agreement within days or weeks, rather than months.
However, Starmer cautioned against easing sanctions on Russia at this time.
It is absolutely clear that Russia is trying to postpone, playing games, and this should be quite clear to us,
Starmer said. This means that there are three solutions. First—more support for Ukraine to ensure that Ukraine is in the strongest position. Second—a complete understanding that it is indeed not a time to raise sanctions, even in contrast.
Starmer noted that military and operational plans were discussed during the meeting and praised the mobilization
of Europe on an unprecedented
scale.
We have united 30 countries that said this morning that they have never seen Europe so strong for a very long time and by that I mean Europe, not the institutions in Europe,
Starmer said.
No Unanimity on Deploying Foreign Armed Forces
According to The Associated Press, European allies of Ukraine did not reach a consensus on deploying foreign armed forces to enforce a potential peace agreement, with only some expressing interest in participating, Macron said.
We did not reach unanimity,
Macron stated, adding, However, we do not need unanimity to do it.
He added that France and the United kingdom, the originators of the initiative, would continue working to establish such a contingent.
There will be guaranteeing forces with the participation of several European countries to be located,
Macron said.
Macron, who initiated the summit, also noted that Kyiv’s allies unanimously agreed that sanctions against Moscow should remain in place.
There is no point in canceling sanctions against Russia until there is no peace (with Ukraine), and sadly, we are still far from it,
German Chancellor olaf Scholz said after the summit, calling such a move a serious mistake.
On the contrary, what we have discussed is how we can expand the sanctions,
Starmer said, with Zelenski present.
We have discussed plans to restore peace, the mobilization of the armed forces and the operational plans, whether they are air, land or marine,
Starmer said, assuring Zelenski: We will provide you with full support for as long as it is necessary.
Zelenski stated that Russia is not interested in peace and emphasized the ongoing work on security guarantees that European nations could provide in the coming days and weeks.
The summit, lasting over three hours at the Elysee Palace, focused on security guarantees for Kyiv, including the possible deployment of European peacekeeping forces in Ukraine as part of a future peace agreement with Russia.
Attendees included the presidents of Ukraine, France, Lithuania, Finland, and Cyprus; the interim president of Romania; the Chancellor of Germany; and the prime ministers of the United kingdom, Belgium, Bulgaria, Denmark, Spain, Croatia, poland, Portugal, Czech Republic, Slovenia, and Sweden.
Also present were the Vice President of Turkey, the Presidents of the European Council and the European Commission, and the Secretary General of NATO. Austria, Australia, and Canada were represented by their ambassadors.
Zelenski: Putin Aims to Divide Europe and the U.S.
Ukrainian President Volodimir zelenski accused Russian President Vladimir Putin of attempting to divide Europe and the United States, alleging that Putin has been growing closer to former U.S. President Donald Trump. France’s Press reported.
Putin wants to separate Europe and the US,
Zelenski said at a press conference in Paris.
Zelenski urged the West to maintain sanctions against Russia, rejecting Moscow’s demand for their removal as a condition for a ceasefire in the Black Sea. He warned that lifting sanctions would send very hazardous signals.
The signals we heard in Saudi Arabia about the eventual raising of sanctions are very dangerous,
Zelenski said.
He also stated that the U.S. had constantly
changed the terms of a proposed deal for ukrainian rare metals but added that he did not want Washington to believe that Kyiv opposed the deal.
Zelenski emphasized that his country needs the United States to maintain a strong position during negotiations.
