Development Overview
Plans for 469 new homes in north Cork have been approved by An Coimisiún Pleanála (The Planning Commission), despite objections from residents of Mallow who raised concerns about insufficient infrastructure.the large-scale residential development, proposed by Reside (Castlepark) Limited, will be located at Castlepark, St Joseph’s Road, east of Mallow town centre.
The development will feature a mix of housing types, including 305 detached and semi-detached houses, townhouses, and bungalows, alongside 164 apartments and duplex units in buildings up to three stories high. The 18.2-hectare site will also include a creche, a community room, and an interpretative centre/café.
A meaningful portion of the development, 94 units, will be allocated for social and affordable housing, addressing a critical need in the region. Reside has committed to improvement works on its own land and will contribute financially to Cork County Council for infrastructure upgrades on lands owned by the local authority.
Resident Opposition and Commission Ruling
Residents of St Joseph’s Road and neighboring estates lodged an appeal against Cork county Council’s initial approval of the planning permission. Their primary concern centered on the perceived prematurity of the development in the absence of adequate infrastructure to support a ample increase in population. However, An Coimisiún Pleanála rejected this appeal.
The Commission determined that the development would represent an acceptable density for an urban location and would not significantly harm the area’s amenities. The decision was made subject to the fulfillment of several planning conditions, details of wich have not been publicly released as of September 3, 2024.
Development Timeline and Phasing
Reside (Castlepark) Limited plans to construct the housing estate in three distinct phases, spanning a total timeframe of eight years. This phased approach is highly likely intended to allow for a more manageable rollout and to address potential infrastructure challenges as they arise. The specific timelines for each phase have not yet been disclosed.
