The mandatory connection between electronic cash registers (Registratore Telematico or RT) and point-of-sale (POS) terminals in Italy takes effect on January 1, 2026, requiring retailers to ensure real-time communication between payment systems and fiscal data transmission to comply with new tax authority regulations.

Under the obligation introduced by the 2025 Budget Law and detailed in the Italian Revenue Agency’s act no. 424470 of October 31, 2025, retailers must link their RT systems — used for electronic storage and telematic transmission of daily sales data — with POS terminals provided by payment service providers for card or other traceable electronic payments.

The requirement is not a software integration but a logical connection ensuring that every electronic transaction is uniquely linked to the recording and transmission of fiscal data, eliminating discrepancies between collected amounts and transmitted receipts to prevent tax evasion.

Retailers can establish the connection via the “Fatture e Corrispettivi” portal by accessing the “Gestisci Collegamenti” section, where the system automatically displays payment instruments associated with the merchant based on data already communicated to the Revenue Agency by financial operators under Article 22 of Decree-Law no. 124/2019.

Access to the portal can be gained using SPID, CIE, CNS, or Revenue Agency-issued credentials, including through a delegated proxy, simplifying the process for merchants who do not need to invest in new hardware to comply.

Failure to comply carries significant penalties: missing or incorrect data transmission results in a fine of €100 per occurrence, up to a maximum of €1,000 per quarter, while lacking a POS-RT connection entirely incurs administrative fines ranging from €1,000 to €4,000.

The Italian Revenue Agency has published updated operational guidelines and FAQs to assist retailers, emphasizing that the obligation applies to all taxable persons conducting retail and similar activities as defined under Presidential Decree no. 633/1972.

With the deadline approaching, industry groups and financial service providers are urging merchants to act promptly to avoid sanctions, noting that the connection must be active by January 1, 2026, to ensure compliance with the telematic transmission of sales data and electronic payment processing.
