Manor, Texas – A man has been arrested in Manor, Texas, following an investigation into the online solicitation and exploitation of a minor, with authorities alleging he coerced a 13-year-old girl into producing nude images. The arrest, made by the Manor Police Department, is part of an ongoing investigation that extends to Montgomery County, where the suspect faces additional charges.

Frederick Osburn was taken into custody after officers executed a search warrant at a residence in Manor. According to police reports, Osburn allegedly targeted the 13-year-old, who resided at the same address, and pressured her into creating and sharing intimate images. During the search, Osburn reportedly attempted to impede the officers, leading to an initial charge of interfering with public functions.

The investigation began in December, initially focusing on online solicitation of minors. This led detectives to the Manor residence and the subsequent rescue of the victim. The Manor Police Department’s Victim Services Division is providing medical care and supportive services to the girl.

Further investigation revealed that Osburn may have been operating under false pretenses online, posing as a juvenile to target other minors. Authorities seized multiple electronic devices during the search, which are currently being analyzed for evidence. “Further evidence indicates Osburn posed online as a juvenile and targeted other minors,” the Manor Police Department stated.

Osburn is also facing charges in Montgomery County related to online solicitation of a minor. His bond has been set at $500,000. The Montgomery County investigation, known as Operation Bombshell, initially led to the arrest of seven individuals in November 2025, targeting human trafficking and child exploitation. The current case emerged from information gathered during that operation, where investigators learned of a man attempting to solicit sexual acts from both an adult female and a 14-year-old.

Interestingly, the investigation took an unexpected turn when detectives discovered that the adult female coordinating meetings with the suspect was, in fact, a 13-year-old juvenile herself, also being exploited. This revelation broadened the scope of the investigation and ultimately led to Osburn’s arrest.

The case highlights the growing concern over online exploitation and the sophisticated methods used by perpetrators to target vulnerable individuals. Law enforcement agencies are increasingly focusing on proactive investigations to identify and disrupt these networks before harm occurs.

The Manor Police Department is urging anyone with information related to this case to contact them at 512-272-8177. The department acknowledged the support of the U.S. Marshals Service, the Travis County District Attorney’s Office, and the Montgomery County Precinct 3 Constable’s Office in this investigation.

This arrest comes amid a broader national effort to combat online child exploitation. In December 2025, Montgomery County authorities announced two additional arrests as part of Operation Bombshell, demonstrating a continued commitment to tackling human trafficking and child exploitation within the region. Johnathan Rodriguez was arrested in connection with that operation, charged with solicitation of prostitution, solicitation of prostitution of a minor, and online solicitation of a minor.

Authorities have reiterated that all suspects are presumed innocent until proven guilty in a court of law. The investigation remains active, and further details are expected to emerge as the case progresses. The focus remains on ensuring the safety and well-being of the victim and preventing further exploitation.
