Before the talks, the Kremlin stated that it currently sees no prerequisites for restarting peace talks, despite declaring an openness to dialogue. Following the meeting, Rubio expressed hope for achieving a mutual agreement between Russia and Ukraine to halt attacks on energy infrastructure, though he acknowledged the difficulty of securing such a deal. Expanding on the broader security implications, Rubio warned that the conflict risks spilling over via direct aggression, sabotage, or accidental triggers. As an example, he noted that a misdirected aircraft could quickly spark an active military clash. President Donald Trump also accused Russia last week of carrying on attacks against nations supporting Ukraine, maintaining that such hostile actions have persisted for years.

European Warnings Over Sabotage and Airspace Violations

European officials have echoed Rubio’s assessments regarding heightened regional threats. European Union High Representative for Foreign Affairs Kaja Kallas pointed to a rapid surge in sabotage incidents and airspace violations. Adding to these concerns, NATO Deputy Secretary General Radmila Šekerinska highlighted Russia’s rising willingness to take risks, citing drone incidents, sabotage attempts, and infrastructure attacks.

National leaders have voiced acute alarm over potential false-flag operations. Polish Prime Minister Donald Tusk warned that intelligence indicates Ukraine’s allies—including Poland—could face drone and missile strikes designed to look like accidental mishaps. Tusk stated that he expects an escalation of Russian attacks against both Ukraine and Kyiv’s supporting partners.

These warnings align with physical security breaches documented across Europe. In August, an explosive-laden drone was discovered near a cargo plane bound for Ukraine at Leipzig/Halle Airport in Germany. While the German government stated that Russia was likely behind the Leipzig incident, Moscow has denied involvement.
