The SHIELD Initiative
The investment from GE Aerospace complements the Massachusetts Strategic Hub for Innovation, Exchange and Leadership in Defense, known as SHIELD. Launched on November 7, 2025, SHIELD is supported by a $47 million state investment focused on military innovation, microelectronics, and chips manufacturing.
The SHIELD initiative seeks to enhance supply chain resilience and drive job creation through new research and public-private partnerships. The program is part of a wider effort to solidify the state’s position in both the manufacturing and defense sectors.
According to state descriptions, the defense industry in Massachusetts spans various economic areas, including research and development, advanced manufacturing, and military personnel. The administration views the sector as a reflection of the commonwealth’s strengths in innovation, education, and manufacturing expertise.
Strategic Governance and Oversight
To manage these goals, the administration issued an Executive Order that established the SHIELD Working Group. This group is tasked with advising the governor and lieutenant governor on methods to advance defense research and innovation within the state.
The responsibilities of the SHIELD Working Group include:
- Identifying strategic, policy, technological, and operational hurdles facing defense sector participants and military installations.
- Creating an action agenda to resolve identified challenges.
- Promoting partnerships and research and development projects that advance emerging technologies critical to national security and the economy.
As part of the Executive Order, state agencies were directed to identify new ways to increase support for defense sector initiatives. Each executive department office was required to submit a report detailing potential opportunities to grow defense sector organizations six months after the issuance of the order.

In the process of expanding the state’s defense footprint, agencies are reviewing several key areas to determine where support can be increased. These areas of review include:
